Global Disaster Alert and Coordination System — Newsletter 16/05/2012

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

Tropical Storm ALETTA-12 affected few people with winds above 39mph (63 km/h) and few people with hurricane wind strengths (74mph or 119 km/h). In addition, few people are living in coastal areas below 5m and can therefore be affected by storm surge.

This report is produced by the OCHA Regional Office for West and Central Africa in Dakar in collaboration with humanitarian partners and is issued by OCHA Headquarters in New York. It covers the period from 8 to 14 May 2012. The next report will be issued on or around 23 May.

I. HIGHLIGHTS/KEY PRIORITIES

  • About 3.5 million people are affected by the food security and nutrition crisis in Mali. 175,000 children under five are suffering from severe acute malnutrition in the country, and 385,000 more are suffering from moderate acute malnutrition.

  • The situation in northern Mali remains precarious, but the vast majority of people affected by the food security and nutrition crisis are in the south and require urgent assistance.

  • As of 14 May, the number of IDPs in Mali was estimated at 146,900. Continuing population movements (including limited returns) complicate accurate assessments.

  • Malian refugees arrived in neighbouring countries at a slightly higher rate this week. As of 14 May, over 161,000 Malian refugees had been registered in Mauritania, Burkina Faso and Niger. According to a statement by the Algerian Government in March, at least 30,000 more are in Algeria.

  • Mali?s political outlook remains uncertain in the absence of an agreement on who will lead the transition process after 22 May.

HIGHLIGHTS AND PRIORITIES

? Inter-communal violence in Jonglei State left over 170,000 people affected, including tens of thousands displaced. The humanitarian community launched a massive response, now cited as a best practice example for future operations.

? The shutdown of oil production in January, combined with Government austerity measures, raised fears that more South Sudanese could slide into destitution.

? Escalating clashes in northern border areas in March and April disrupted progress between Sudan and South Sudan on border demarcation, citizenship rights and returns. The status of up to 500,000 South Sudanese in Sudan was increasingly uncertain.

? Over 110,000 people displaced from the contested Abyei area struggled to establish sustainable livelihoods. Concerns about security, along with the lack of a civilian Abyei administration, discouraged sizable returns.

? Food insecurity rose sharply, with South Sudan?s cereal deficit in 2012 projected to be twice as large as the year before.

? Humanitarian organizations in South Sudan concentrated on five strategic priorities: accelerating emergency response; reducing food insecurity; maintaining front-line services; ramping up support for returnees; and strengthening protection for at-risk populations.

  • The weekly average of settler attacks resulting in Palestinian casualties and property damage increased by 32% in 2011 compared to 2010, and by over 144% compared to 2009.
  • In 2011, three Palestinians were killed and 183 injured by Israeli settlers. In addition, one Palestinian was killed, and 125 others injured, by Israeli soldiers during clashes between Israeli settlers and Palestinians.In 2011, eight Israeli settlers were killed and another 37 were injured by Palestinians.In 2011, about 10,000 Palestinian-owned trees, primarily olive trees, were damaged or destroyed by Israeli settlers, significantly undermining the livelihoods of hundreds of familiesIn 2011, 139 Palestinians were displaced due to settler attacks, with some affected families moving to Areas A and B.Over 90% of monitored complaints regarding settler violence filed by Palestinians with the Israeli police in recent years have been closed without indictment. Understanding this map

This map illustrates the degree of difficulty faced by humanitarian agencies working in Somalia with an analysis made at district level. It is not a reflection of the physical presence of humanitarian partners or of the volume of humanitarian assistance provided in each district.

The "Access Coefficient" is based on eight indicators: International staff presence (UN and INGOs), UN staff movements, NSP security risk assessments, Humanitarian fights, administrative Impediments & Check-points, Security incidents affecting humanitarian agencies, Perception of international humanitarian organizations and stability of the area. Each of these indicators is evacuated and receives a notation from 1 (extremely negative to 5 (positive), based on standardized assessments.

This map is done in collaboration with NSP.

The 7-day cumulative satellite rainfall estimate (RFE) image below indicates moderate rains were received within the Juba and Shabelle basins in Somalia and within the Ethiopian highlands.

The rainfall forecast for the coming week is pointing towards moderate to heavy rains within the Shabelle and Juba basins both in Ethiopia and Somalia. There is minimal risk of flooding during this week along the Juba River. However, there remains a moderate risk of flooding in the lower reaches of Shabelle River during the coming week.

Moderate precipitation continues in most parts of the North and some parts of the southern regions

The Gu 2012 rains continued in many parts of the county, although with varied amounts, intensity, and coverage. During the first ten days of May light to moderate rains ranging 10 to 50 millimeters (mm) were received in parts of the Northwest, parts of the Northeast, and the southern and central regions (Figure 1). Light rains also fell in previously dry areas of Mudug and Galgadud regions. However most of the coastal Deeh of the South, central regions, and the Northeast received limited light showers. A comparison between rainfall during May 1-10, 2012 and the long-term mean shows a mixed picture (Figure 2).
