Global Disaster Alert and Coordination System — Newsletter 06/04/2012

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

This update is issued by the OCHA Regional Office for Southern Africa (ROSA). It covers the period of 01 March to 04 April 2012. The timing of the next report will depend on changes in flood conditions.

I. HIGHLIGHTS/KEY PRIORITIES

  • No reports of new flooding have been received in the past three weeks, and no new cyclones have formed over the south-west Indian Ocean.

  • Flood conditions persist in northern Namibia.

  • Between April and June, normal to below normal rainfall is forecasted for most of the region.

  • Both Mozambique and Madagascar are entering the early recovery phase of the response, for which funding is being mobilized.

South Africa: Water stress in South Africa (as of 5 April 2012) Thu, 05 Apr 2012 16:39:06 +0000

Water Stress is rapidly emerging as a key issue facing industry and investors in South Africa. Lack of water can hamper operations and development in a wide variety of sectors, from mining firms and agro-commodities producers to oil and gas firms involved in shale gas fracking. While water stress is a long-term environmental issue, it is also exacerbated by aging and poorly maintained water infrastructure. Increasing temperatures and changing patterns of precipitation associated with climate change are likely to further increase the risk of water stress in the country, posing particular challenges to businesses and investors in water-intensive industries.

A further risk associated with water stress are the long-term knock-on effects that can arising from a lack of water. For instance, an increased incidence of drought can in turn increase the frequency of wildfires which disrupt business operations and supply chains. This can then further push up operational costs through forcing greater corporate expenditure on compliance procedures and insurance. Rising water stress can also precipitate conflicts between domestic and commercial users, potentially creating further operational and reputational challenges for business. The availability of water in South Africa is already emerging as a limiting factor of economic development. Without substantial government action to address water stress, it seems likely that this issue will increasingly become a key political issue as well.

Between 1 February and 30th March 2012, displacements were mainly recorded in South Central with approximately 84,000 out of 94,000 displacements recorded in all three regions. 59,600 displaced people reported insecurity as the major cause of displacement in South Central followed by IDP return (8,200), eviction(7,500), refugee return(5,800) and lack of livelihood (1,400) . The displacements originated mainly from Shabelle Hoose (40,000), Banadir (17,000), Bay (11,000) and Juba Hoose (4,700) regions. The IDPs moved to Mogadishu (54,000), Juba Hoose (9,600), Bay (9,200) among other regions.
