Global Disaster Alert and Coordination System — Newsletter 12/22/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

Key Points

? Fighting between the Sudan Armed Forces (SAF) and forces of the Sudan People?s Liberation Movement ? North (SPLM-N) continued in parts of South Kordofan.

? According to reports received by the UN, the security situation in Blue Nile State has improved in most locations, except in areas to the south and southwest of the state near the border with South Sudan.

? UNICEF reports that over 10,000 people of South Sudanese origin need assistance to return to South Sudan from Babanusa and Muglad in South Kordofan.

? As of 14 December, 57,468 people of South Sudanese origin waiting to return to South Sudan were registered in Khartoum.

? The UN Security Council has expanded the mandate of UNISFA to assist the governments of Sudan and South Sudan in implementing the de-militarisation agreements in Abyei and to facilitate liaison between the two countries.

I. PRIORIDADES / PUNTOS DESTACADOS

? Al menos 880 familias a lo largo de los rios Saunde y Guelmambi estan gravemente afectadas por derrame de crudo del Oleoducto Trasandino, en zona rural de Barbacoas y Roberto Payan (Narino).

? Otras 1.900 familias podrian verse afectadas en los proximos dias dada su ubicacion rio abajo.

? Es urgente el abastecimiento de agua para el consumo y alimentos en las poblaciones afectadas.

Las condiciones han causado el desplazamiento de mas de 400 familias hacia la cabecera municipal de Roberto Payan.

? La Gobernacion de Narino esta realizando una evaluacion de la afectacion, e iniciara la atencion a las comunidades con necesidades mas urgentes.

Province du Sud-Kivu

? Des incidents de protection des civils sont signales dans la province au moment ou l?on constate plusieurs mouvements de retour de populations. Des cas de braquage, de pillage, d?enlevements de personnes et de viol sont rapportes dans les Territoires de Kabare, de Shabunda et d?Uvira. Dans la Plaine de Ruzizi, il est fait etat des exactions generalisees de la part des hommes armes. Dans le Territoire de Kabare, des maisons ont ete pillees et des personnes requisitionnees pour transporter les biens pilles. Dans les Moyens et Hauts Plateaux d?Uvira, des exactions notamment des cas de viol sont signales en marge des operations militaires menees contre les groupes armes. Malgre tout, plus de 7 000 personnes sont retournees au cours des derniers jours dans le Territoire de Shabunda, a la faveur du redeploiement des elements des Forces armees de la RDC (FARDC). Quelque 500 000 personnes sont encore deplacees dans la Province du Sud-Kivu.

? Des hommes armes ont attaque et pille dans la nuit du 18 au 19 decembre les locaux de l?ONG International Rescue Committee (IRC) a Mikenge, dans le Territoire de Fizi, ou l?organisation execute un projet de soins de sante primaires. Dans la meme zone et a la meme periode, le medecin du Centre hospitalier de Minembwe a ete attaque par des hommes armes qui l?ont grievement blesse. C?est la troisieme attaque contre le personnel sanitaire en l?espace de deux semaines. Par ailleurs, a la suite du pillage du Centre de sante de Kisha, dans le Territoire de Kalehe, les victimes de violences sexuelles n?ont plus acces a la prise en charge medicale. Pourtant, les acteurs de protection ont rapporte a la fin de novembre 20 cas de viol dans la zone. Pour repondre a ce besoin, des kits de prophylaxie post-exposition au viol (kits PEP) seront prepositionnes dans des structures sanitaires les plus proches de Kisha, vu l?insecurite et l?inaccessibilite de cette aire de sante. Des relais communautaires et des moniteurs de protection sensibiliseront la communaute sur les structures ayant recu les kits PEP.
