Global Disaster Alert and Coordination System — Newsletter 9/21/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

This report is produced by OCHA Somalia in collaboration with humanitarian partners. It was issued by OCHA in New York. It covers the period from 15 to 20 September 2011. The next report will be issued on 27 September 2011.

I. HIGHLIGHTS/KEY PRIORITIES

  • Partners are scaling up response activities in order to reach the worst-affected population to avert further unnecessary deaths. Food assistance partners have reached 1.39 million people in crisis so far in the first two weeks of September, compared to 1.3 million throughout the month of August.

  • An estimated 585,000 urban dwellers in Somalia are projected to be in crisis by December if interventions are not scaled up, a quarter more than the first half of the year.

  • According to UNICEF, children constitute 80 per cent of the worst-affected population in the current famine.

? Construction de 73 salles de classe par l?ONG NRC, en faveur de pres de 3 720 eleves dans les territoires de Beni et de Rutshuru.

KEY ISSUES:

? Nearly 2,000 people were displaced in Cauca, Meta, Choco and Antioquia: Clashes between the Army and non-state and post-demobilization armed groups are affecting primarily civilians. An estimated 23,500 people have been massively displaced in 2011. In Medellin, more than 4,200 IDP have displaced between January and June 2011. Of these, 80% are women who have also been frequent victims of SGBV.

? Access constraints in the Pacific and the Northeast: Non-state armed groups declared the suspension of transportation and commercial activities in Southern Choco Department and in five departments of the Northwest (Choco, Arauca and Norte de Santander departments). Though humanitarian consequences are still unpredictable, education is most affected.

? Increasing concerns by the delays in mitigation projects vis-a-vis the coming rainy season:
According to non official sources only 100 out of 6,700 mitigation projects funded by Colombia Humanitaria have been implemented so far

TEMAS PRINCIPALES:

? Desplazamientos masivos en Cauca, Meta, Choco, Antioquia y Narino: Continua la ofensiva de grupos armados no estatales y post-desmovilizacion con graves consecuencias para la poblacion civil.

? Restricciones a la movilidad en el Pacifico y la region Nororiente: Las FARC y el ELN declararon paros armados en el sur del departamento del Choco y en cinco departamentos del nororiente. En ambos eventos, la movilidad se vio restringida y actividades y programas tanto de autoridades como de organizaciones humanitarias fueron suspendidas. Aunque no se han recibido reportes sobre desabastecimiento, las restricciones ponen en evidencia las precarias condiciones de subsistencia de las comunidades, particularmente en areas rurales de Choco, Arauca y Norte de Santander.

? Continuan los reportes de demoras en obras de mitigacion frente a la segunda temporada invernal: El Sistema Nacional de Prevencion y Atencion de Desastres, formulo el Plan de Contingencia para la segunda temporada invernal. Segun fuentes de prensa, 100 de las 6.714 obras de mitigacion programadas estan listas.
