Global Disaster Alert and Coordination System — Newsletter 23/05/2012

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

I. HIGHLIGHTS/KEY PRIORITIES
? An agreement between Malian authorities and ECOWAS mediators extends the mandate of interim President Traore and mandates a one-year transition to civilian rule.

? The number of estimated IDPs in Mali has increased to 150,460 after new assessments were conducted in Mopti cercles. A monitoring and identification system is being developed to enable more accurate IDP assessments.

? According to the Government of Mali, 1.76 million people are affected by food insecurity in the north,including Segou and Mopti regions.

? A second humanitarian aid convoy arrived in northern Mali on 15 May. Discussions on access continue, particularly regarding the appropriateness of armed escorts for aid delivery.

? Malian refugees arrived in neighbouring countries at higher rate this week. As of 21 May, over
166,968 Malian refugees had been registered in Mauritania, Burkina Faso and Niger since January.
According to a statement by the Algerian Government in March, at least 30,000 more are in Algeria.

? UNHCR opened four nutritional feeding centres for children with moderate malnutrition in the M?bera camp in Mauritania. However, the centres had to halt operations due to a lack of food. UNHCR is currently discussing procurement arrangements with WFP and UNICEF

This report is produced by OCHA Afghanistan in collaboration with humanitarian partners. It covers the period from 17 to 22 May 2012. The next report will be issued on or around 23 May 2012.

I. HIGHLIGHTS/KEY PRIORITIES

? Afghan Minister of RRD and the Humanitarian Coordinator, accompanied by Heads and representatives of UN organizations, visited the affected people on Tuesday 22 May and expresses sympathy to the families of 19 Afghans who died and the over 10,000 (4,000 families) displaced as a result of the flash floods.

? Humanitarian assistance is being provided to the affected people as further assessments are being conducted in the vicinity of Sari Pul City,

? Accessibility to the flood affected areas is difficult and this requires helicopter transport for situation awareness and needs assessments to be carried out.

? Sari Pul Province has suffered multiple emergencies including drought, conflict induced displacement and flooding within a short period of time.

? ANDMA and OCHA are coordinating the response.

Philippines (the): Human rights in the Philippines (as of 22 May 2012) Tue, 22 May 2012 18:16:12 +0000

Widespread human rights violations in the Philippines, combined with high levels of corruption and a climate of impunity, create considerable reputational and operational risks for companies operating in, or sourcing from the country. According to Maplecroft?s latest Country Risk Report on the Philippines, such risks are heightened for firms who are obliged to work closely with the government, with political parties or with the security services. For instance, in many parts of the country, state security forces, insurgent groups, private armies and paramilitaries are widely reported to use excessive force against opponents, and allegations of torture, extrajudicial killings and disappearances are commonplace. Furthermore, influential politicians have used assassinations to eliminate rivals, and to silence critical journalists and human rights and labour activists. There is also an on-going lack of respect for the land and rights of indigenous peoples. Challenges also persist in relation to women?s rights and to claims to equality under the law. These problems are all compounded by a lack of access to remedy in the Philippines, in part due to high levels of corruption in the judicial system.

The 7-day cumulative satellite rainfall estimate (RFE) image below indicates moderate rains were received in a few pockects within the Juba and Shabelle basins in Somalia and within the Ethiopian highlands.
The rainfall forecast for the coming week is pointing towards light to moderate rains within the Shabelle and Juba basins both in Ethiopia and Somalia.
There is minimal risk of flooding during the coming week along the Juba River. Following the reduction of rains within the Shabelle basin and the current decreasing river levels, there is minimal risk of flooding in the coming week.
