Global Disaster Alert and Coordination System — Newsletter 22/05/2012

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

Tropical Storm ALETTA-12 affected few people with winds above 39mph (63 km/h) and few people with hurricane wind strengths (74mph or 119 km/h). In addition, few people are living in coastal areas below 5m and can therefore be affected by storm surge.

I. FAITS SAILLANTS/PRINCIPALES PRIORITES

  • 3,5 millions de personnes environ sont touchees par la crise alimentaire et nutritionnelle au Mali. 175000 enfants de moins de cinq ans souffrent de malnutrition aigue severe dans le pays, et plus 385 000 souffrent de malnutrition aigue moderee.

  • La situation qui prevaut au nord du Mali demeure precaire, mais la grande majorite des personnes touchees par la crise alimentaire et nutritionnelle se trouve au sud et necessite une aide d?urgence.

  • Au 14 mai, le nombre de personnes deplacees au Mali etait estime a 146 900. Les mouvements continus de population (y compris les retours limites) rendent difficile des evaluations precises.

  • Cette semaine, les refugies maliens sont arrives dans les pays voisins a un rythme legerement plus eleve. Au 14 mai, plus de 158 600 refugies maliens avaient ete enregistres en Mauritanie, au Burkina Faso et au Niger. Selon une declaration faite par le Gouvernement algerien au mois de Mars, au moins 30 000 autres se trouvent en Algerie.

  • Les perspectives politiques du Mali demeurent incertaines en l?absence d?un accord sur qui va diriger le processus de transition apres le 22 mai.

I. Highlights / Key Priorities

? Donor assistance of over FJ$12 million provided to WASH, Education, Health and Shelter response.

? Concerns and priorities remain, particularly in the area of early recovery.

? A total of 43 houses were destroyed across the Ba, Lautoka, Nadi and Nadroga districts based on Government assessments.

? On 30 April, the last evacuation centre was closed and the final 79 evacuees returned to their communities.

This report is produced by the Office for the Coordination of Humanitarian Affairs (OCHA) in collaboration with humanitarian partners. It was issued by the OCHA Pacific Office. It covers the period from 25 April to 21 May 2012. This will be the final report for TD17F.

Belg/Gu Assessment Update

The multi-agency, multi-sectoral belg season needs assessment is expected to start on 1 June 2012 in Somali Region, and on 8 June in Afar, Amhara, Oromia, SNNP and Tigray Regions. The belg assessment covers the agricultural areas in the central Ethiopian highlands that receive belg (mid-February to May) rains, as well as agro-pastoralist and pastoralist areas in the eastern and southern lowlands that receive gu/ganna/sugum (April to June) rains. Conducted annually, the belg assessment serves as the basis for updating the Humanitarian Requirements Document (HRD) ? the national appeal for humanitarian funding ? for the second half of the year.

The HRD, meanwhile, provides an overview of the resources needed to support humanitarian response in the areas of food and nutritional assistance, access to basic health care, clean water, improved sanitation and education, and to sustain vulnerable livelihoods through the provision of seeds and tools or animal health and other assistance aimed at enhancing livestock production. The revised HRD is expected to be released in mid-July. Of particular concern in 2012 is the situation in belg-dependent parts of Amhara, central Oromia and SNNPR where the delayed start of the rains ? by up to two months ? will have negatively affected belg crop production and is likely to contribute to deepening food insecurity amongst the most vulnerable households. CRITICAL ISSUES

  • The CAP objectives can be attained only if funding is provided in an even manner all the sectors participating in the CaP. Consequences of such a funding policy would help prevent indirect humanitarian risks

  • Lack of funding to Agriculture sector poses a serious threat to comprehensive recovery efforts in the affected counties. Food security would not only positively impact poor indicators in other sector such as Nutrition, education and protection but it also helps build faster the resilience of local communities. In order to achieve this, a reassessment of funding priority and coverage by the donor community is required.

  • Funding pledges - now at US$ 7 million - need to be speedily materialized to help provide timely assistance and protection to those in need and prevent relapsing into and/or perpetuating vulnerability.

I. HIGHLIGHTS/KEY PRIORITIES

? According to ANDMA, 2,630 families have been affected by flash floods on 20 May 2012 following increased volume of water in Sari Pul River and heavy rainfall in Khwaja Du Koh District of Jawzjan province ANDMA has also reported that 214 families (1,284 individuals) escaped to a nearby hillside and the rest are still in the affected area.
? Action Aid, ARCS and local communities carried out rescue operations.
? ANDMA and OCHA are coordinating the response.

Situation Overview

  • The overall Ivorian refugee population living in Liberia stands at 67,308, down from an initial estimate of 128,000 in January 2012
  • Some 32,666 Ivorian refugees live in the camps whereas the remainder, 34,642, are in the host community. Over half of the refugee population live in Grand Gedeh County while a quarter of them live in Nimba County.
  • A total of 140,000 Liberians in the 4 counties hosting Ivorian refugees are extremely vulnerable due to their poor purchasing power and fragile coping mechanisms stretched to the breaking point during the refugee inux.
  • Based on current trends and assuming a stable situation in Cote d?Ivoire, UNHCR projects the number of Ivorian refugees at 44,000 by end of June and 29,000 by December of 2012
  • Since April 2011, an estimated number of 156,759 Ivorian refugees have returned back to Cote d?Ivoire from Liberia
  • Following the signing of the Tripartite agreement between the Government of Liberia, UNHCR and Goververnment of CDI in August 2011, a cumulative number of 3,999 Ivorian refugees have been volontarily repatriated to Cote d?Ivoire

The cumulative number of Ivorians who crossed the border into Liberia to seek refuge, following the post electoral violence is estimated at 224,067 individuals. About 156,759 of these refugees have returned home since, leaving about 67,308 in the country benefiting from humanitarian assistance and protection.
