Global Disaster Alert and Coordination System — Newsletter 12/31/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

Tropical Cyclone BENILDE-11 of Saffir-Simpson Category 4 affected few people with winds above 39mph (63 km/h) and few people with hurricane wind strengths (74mph or 119 km/h). In addition, few people are living in coastal areas below 5m and can therefore be affected by storm surge.

I. HIGHLIGHTS/KEY PRIORITIES

? Three aid workers on a monitoring mission in Mataban, Hirran Province, Somalia died when a gunman opened fire on 23 December.

? Latest reports from UNICEF and KRCS indicate that flood waters in Kenya are subsiding, with most displaced communities returning to their homes.

? Inter-communal conflict in Moyale leaves 37 people dead, thousands displaced.

? Two grenades thrown at a club in Wajir district in north-eastern Kenya near the Somali border wounded at least seven people on 24 December.

? In Ethiopia, the multi-sectoral national needs assessment has concluded, with findings to be the foundation of the January-June 2012 Humanitarian Requirements Document.

I. HIGHLIGHTS/KEY PRIORITIES

? The 2012 Yemen Humanitarian Response Plan, seeking US$447 million to address the acute humanitarian needs of 3.7 million people, was launched on 14 December.

? In accordance with the political transition agreement signed last month, some checkpoints have been lifted in the capital. However, a heavy military presence remains in some areas.

? Violence between pro- and anti-government factions continued in Sana?a and Taiz, with one incident alone resulting in at least 9 deaths.

? In Sa?ada Governorate, violence reportedly also continued between Al-Houthis and Salafists in the town of Dammaj as well as other towns in the governorate.

? The Security Council called on all parties to ensure the political transition in Yemen stays on track, reiterating the need for unimpeded humanitarian access.

The report was issues by OCHA Philippines and covers the period from 29 to 30 December 2011. The next report will be issued on or around 2 January 2012.

Highlights include:

? Emergency, short-term solutions are urgently being sought for some 53,567 displaced housed in evacuation centres, with identification of additional land for temporary relocations being a priority

? Urgency to decongest evacuation centres and relocate families, before disease outbreaks occur

? Consolidation of data from evacuation centres meant to enable family-profiling is being collected ahead of the planning and prioritisation of the relocation process

? Joint operation centres are now fully functional in both Cagayan de Oro and Iligan

I. PRIORIDADES/PUNTOS DESTACADOS

  • Desde el 1 de septiembre hasta el 27 de diciembre de 2011, las lluvias afectaron a 914.280 personas y causaron 181 muertos. Para el periodo de este informe, 20.093 personas resultaron afectadas.

  • Los departamentos del Magdalena, Choco, Cesar, Sucre y Cordoba registran una doble afectacion por la emergencia invernal y por las consecuencias humanitarias del conflicto armado.

  • El 28 de diciembre, el IDEAM informo que en gran parte del territorio nacional continua prevaleciendo el tiempo seco, sin embargo en los proximos dias se incrementara la nubosidad ligeramente con leves precipitaciones para el Sur de Cordoba y la costa pacifica.

I. HIGHLIGHTS/KEY PRIORITIES

  • Three aid workers on a monitoring mission in Mataban, Hiran province died when a gunman opened fire on 23 December.

  • Impassable roads due to the recent rains and insecurity affected the delivery of seed for planting, resulting in 113 metric tonnes of seed not being delivered in time for the current planting season.

  • On 20 December, Djibouti became the third country to send troops to join AMISOM.

Also depicted are the cumulative numbers of reported deaths since March 2011 aggregated by Governorate, and Syrian refugee camps that have been opened along the border in Turkey and Lebanon. Further, the spatial distribution of the dominant ethnic/religious communities in the country has been included as background context to the larger social and political uprising occurring within the country. Event locations and figures presented in this map are based exclusively on a number of open reporting sources since the beginning of the uprising in March 2011 and have not been verified on the ground.
