Global Disaster Alert and Coordination System — Newsletter 11/23/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

Tropical Cyclone KENNETH-11 of Saffir-Simpson Category 4 affected few people with winds above 39mph (63 km/h) and few people with hurricane wind strengths (74mph or 119 km/h). In addition, few people are living in coastal areas below 5m and can therefore be affected by storm surge.

This report indicates the UN and NGO partner response to continuing humanitarian needs and early recovery concerns, in support to the Sri Lankan government?s efforts to rebuild the former conflict-affected regions. Activities show progress towards the sectoral priorities and goals described in the 2011 joint plan for assistance.

By 31 October, the total population returned to the Northern Province stood at 424,635 people (125,894 families) ? this figure includes 222,705 people (70,300 families) displaced after April 2008 and 201,930 persons (57,695 families) displaced before April 2008.

At the end of October, 7,618 IDPs (2,316 families) displaced after April 2008 remained in camps awaiting return to their areas of origin. An additional 7,553 IDPs (2,049 families) from the protracted or long-term caseload (displaced prior to April 2008) remained in welfare centres.

Long-lasting solutions are also sought by a total total 81,284 IDPs living with host families: 34,6711 persons (12,138 families) displaced after April 2008, in addition to 46,613 long-term IDPs (13,760 families).

A total 1,114 IDPs (311 families) displaced after April 2008 are stranded in transit situations in four of the five northern districts. Another 4,111 IDPs (1,247 families) of the long-term caseload are stranded in transit in Trincomalee District.

Since the peak of 63,000 in July, 2011 and further steady decline in the displacement trends in August and September, the month of October recorded an increase in the displacements. Forty one thousand (41,000) displacements were recorded in October, mainly due to insecurity as opposed to 35,000displacements in September. Insecurity due to ongoing fighting between various warring parties, accounted for 74% of the total displacements reported, mainly in Mogadishu,Afgooye district and border region of Juba Hoose. In Mogadishu, 22,000 insecurity-related displacements were recorded due to fighting between AMISOM/TFG and Al Shabaab, mainly in Dayniile (7,800 displacements) and Yaqshid (2,700 displacements) districts. Of the 22,000 insecurity-related displacements, 13,700 were displaced within Mogadishu, while 8,100 were displaced from Afgooye district. Nevertheless, over 1,100 IDPs arrived in Kismaayo district from Afmadow and Badhaadhe districts of Juba Hoose region due to fighting between warring parties. On the other hand, 21% of the total displacements were drought related, recorded mainly to Gedo region with 1,500 displacements reported to Belet Xaawofrom Bay and Hiran regions, as well as within Gedo region. About 180 displacements were reported to have returned from Ethiopia to Gedo region.
