Global Disaster Alert and Coordination System — Newsletter 11/22/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

Tropical Cyclone KENNETH-11 of Saffir-Simpson Category 3 affected few people with winds above 39mph (63 km/h) and few people with hurricane wind strengths (74mph or 119 km/h). In addition, few people are living in coastal areas below 5m and can therefore be affected by storm surge.

WASH Update

The strong performance of the deyr/hagaya (October to December) rains continues to improve water and pasture availability in most drought-affected southern and southeastern parts of the country. Areas that had been experiencing continued drought conditions in East and West Harerge zones of Oromia have also received some rain in the past week. Drought conditions persist, however, in pockets of northern Afar and northeastern Tigray regions. As a result of the rains, overall water trucking requirements continue to decrease. As of 15 November, 22 trucks were required countrywide, with 20 trucks operational, compared to 28 trucks required and 26 operational two weeks before. No further water trucking needs have been identified in the Somali Region outside of the refugee camp complex in Dollo Ado, and requirements have reduced to just one truck in Oromia Region. The water truck operating in Oromia is supporting nutrition interventions in West Arsi zone. In parts of northern Ethiopia, however, needs continue to increase, with the number of trucks required increasing from 11 to 13 in northern Afar, and remaining stable at eight in Tigray. Meanwhile, back in the Somali region, the NGOs Save the Children UK, ADRA, and CHF continue to rehabilitate and/or develop sustainable water schemes in chronically drought-affected areas. An inventory of motorized water schemes in four drought-prone zones of Oromia (Bale, Borena, Guji and East Harerge) is also currently underway. HIGHLIGHTS

? The number of Internally Displaced People (IDPs) on 35 sites across the country is gradually decreasing.

? A National Committee for Coordination of Humanitarian Action (CNCAH) was established by ministerial decree (Minister of State, Employment, Social Affairs and Solidarity) on 5 October 2011.

? Ivorian refugees in Liberia are spontaneously and gradually returning to their villages of origin in the Moyen Cavally region.

? The Humanitarian Coordinator and the Ivorian Minister for Employment, Solidarity and Social Affairs visited several European capitals to mobilize support for humanitarian action in Cote d'Ivoire.

? The Special Representative of the UN Secretary General in Cote d'Ivoire took office on 24 October.
