Global Disaster Alert and Coordination System — Newsletter 8/30/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

KEY HIGHLIGHTS:

? Serious acts of violence trigger displacements in Cordoba: Massacres, threats and selective killings have triggered a humanitarian crisis in the department. According to OCHA estimates, 15 mass and family displacement events have been recorded in the department during 2011.

? Displacement continues in the Pacific region: Mass displacements are an expression of the humanitarian crisis in the Pacific region. In some areas, access restrictions are jeopardizing relief operations.

? Civilians at-risk in Southern Bolivar, Putumayo and Guaviare: During the period under review two massacres were reported in Southern Bolivar, allegedly related to clashes between non-State armed groups and post-demobilization groups competing for the control of strategic corridors and resources. In Guaviare there are still serious constraints to humanitarian access which hamper a timely and effective assistance to vulnerable communities. In Putumayo, children and youth are frequent victims of threats and forced recruitment by non-State armed groups.

? Heavy rains are forecasted for the second winter season 2011: The current scenario is characterized by a context of high vulnerability with high water levels, soil saturation, and communities in temporary and makeshift shelters. Many of the mitigation projects are still ongoing or about to begin.

Refugee Update

As of 22 August 2011, the total population in Dollo Ado refugee camps stands at 119,897 people. This figure does not include the over 41,600 Somali refugees that have been sheltered in the three Jijiga camps and the estimated 18,500 new Somali refugees who have recently arrived through the Gode area. There has been a significant drop in the number of new arrivals lately but the challenges remain. A multi-disciplinary UNHCR team is already on the ground in Gode to coordinate with Government, UN agencies and NGOs the response effort to these new arrivals. The team will profile the refugees through registration as assistance is provided. Meanwhile, UNHCR is airlifting an assortment of Core Relief Items (CRI) enough for 20, 000 people from its stockpile in Dubai. Arrangements have also been made to borrow, from local sources, 3,000 tents for shelter. Following its distribution of a one-month food ration for 300 families, WFP has been requested to extend its food ration assistance to the entire refugee population. Limited interventions in the areas of health, nutrition and provision of water are being carried out by NGOs on the ground. UNHCR will provide additional support to them where necessary. UNICEF and OCHA are also some of the UN agencies closely working with the UNHCR team. The Measles vaccination for children up to 15 years of age that began on Thursday, 18 August in Melkadida camp is now completed. Polio vaccinations and screening for malnutrition were also carried out at the same time. UNHCR and its health partners are considering a follow-up campaign for the 15-30 age group when additional vaccines are made available. On 22 August 2011, a similar measles campaign started in Bokolmayo camp. The World Health Organization and UNICEF have confirmed cholera cases in Somalia. Although no suspected cases have been reported in any camps or community settlements in Ethiopia, UNHCR and its partners are urgently prepositioning supplies to ensure that cholera is not transmitted to camps in Ethiopia through Somali refugees crossing the border. Refugees arriving at the reception centers are closely monitored to prevent any possible spread of the disease. As part of the Acute Watery Diarrhoea/Cholera prevention and preparedness activity, UNHCR and its partners will increase the chlorine content of the water used by the refugees. To date, UNICEF has sent six Case Treatment Center kits and 115,000 sachets of household water treatment chemicals (PUR) and ten collapsible water tanks to Dollo Ado. To complement the one health centre in Kobe camp, UNICEF has also dispatched a new mobile health and nutrition team to the area. In addition, WHO staff have also been dispatched to the camps to provide support in the areas of outbreak investigation, surveillance and case management of prevalent diseases.
