Global Disaster Alert and Coordination System — Newsletter 8/12/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

Tropical Depression THIRTEEN-11 affected few people with winds above 39mph (63 km/h) and few people with hurricane wind strengths (74mph or 119 km/h). In addition, few people are living in coastal areas below 5m and can therefore be affected by storm surge.

This report is produced by OCHA in collaboration with humanitarian partners. It was issued by OCHA Eastern Africa. It covers the period from 3 to 10 August. The next report will be issued on or around 17 August.

I. HIGHLIGHTS/KEY PRIORITIES

? ICRC is gradually scaling up its operations in central and southern Somalia from 162,000 food beneficiaries to an additional 1.1 million people ? roughly half of those currently cut off.

? Al-Shabaab announced its withdrawal from Mogadishu on 6 August. However insecurity remains a concern for humanitarian actors in the Somali capital.

? A fourth refugee camp in Ethiopia?s Dollo Ado region, at Hilaweyn, officially opened on 5 August, with the first transfers of refugees from the overcrowded Dollo Ado transit centre.

? About half of food aid beneficiaries in Ethiopia will get an incomplete ration of pulses and Corn Soy Blend in the next round of distributions, due to lack of funding and procurement difficulties.

? Kenya?s food needs for the rest of the year are being assessed by mobiles teams fanned out across the country, as the government sets up a task force to manage all relief food distribution.

I. PRIORIDADES/PUNTOS DESTACADOS

  • Durante los meses de julio y agosto 2011, las lluvias han afectado a 58.220 personas y han causado la muerte de 8 personas. El acumulado desde abril 2010 hasta finales de junio 2011, cuando oficialmente se termino La Nina, es de 4.000.203 afectados y 486 muertos.

  • Aunque julio y agosto son los meses mas secos, el SNPAD sigue registrando eventos de afectacion en relacion con las lluvias.

  • El IDEAM advierta que la segunda temporada invernal, que empezara en septiembre, traera mas lluvias que la primera temporada invernal de este ano.

PRIORIDADES / PUNTOS DESTACADOS

? Al menos 326 familias (1.285 personas) se han desplazado en zona rural de Tierralta.

? 139 familias de cinco veredas estan en riesgo de desplazamiento.

? Por la magnitud de la emergencia, no toda la poblacion ha recibido asistencia. A la fecha, todos los ninos y ninas desplazados se encuentran desescolarizados.

? Las principales necesidades se presentan en los sectores de albergue, agua y saneamiento y educacion en emergencias.

Cuatro integrantes de una misma familia fueron asesinados por miembros de un grupo armado post-desmovilizacion en la vereda Cumbia, municipio de Tierralta el 7 de agosto. En los mismos hechos, se reporto la desaparicion de dos personas mas, quienes fueron encontradas muertas el lunes 8 en una zona aledana a esta vereda.

Tras la masacre, por solicitud de la Defensoria del Pueblo se reforzo la presencia de la Fuerza Publica en la zona. Sin embargo, entre el 7 y 8 de agosto, 326 familias (1.285 personas) de las veredas Pailas, Pailitas, Cumbia, Nueva Esperanza, Saltillo y Revuelto se desplazaron hacia el caso urbano de Tierralta.

El 7 de agosto, llego un primer grupo de poblacion desplazada. La atencion de urgencia fue provista por la Parroquia, la Defensoria Comunitaria y Accion Social. De acuerdo con informacion de la Defensoria del Pueblo, existe un riesgo de desplazamiento de 139 familias mas que permanecen en la zona.

Key Points

? The seasonal southwest monsoon aggravated by consecutive tropical cyclones brought heavy rains over Mindanao and other parts of the Philippines causing floods, flashfloods and landslides.

? The widespread flooding in Central Mindanao has affected 860,000 people. 455,000 home-based people in Maguindanao province are still in need of emergency relief and early recovery support.

? The provision of clean, safe water and waste management are the priority in the flood-affected communities in Maguindanao.

? The United Nations Emergency Relief Coordinator approved a grant of US$4.9 million from the Central Emergency Response Fund for the flood response to address the urgent needs in Food, Camp Coordination and Camp Management, Water, Sanitation and Hygiene, Nutrition and Logistics in Mindanao.

? In other parts of the country, more than 80 floods, flashfloods and landslides have left at least 170 people dead or missing and 19,400 houses damaged in June and July, according to government reports.

? The Mid-Year Review of the Mindanao Humanitarian Action Plan was launched on 20 July in Geneva with outstanding requirements of $25.3 million. Early Recovery, Education, Coordination, Health and Protection (including Child Protection and Gender-Based Violence) are the most underfunded sectors that require urgent funding.
