Global Disaster Alert and Coordination System — Newsletter 7/9/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

Tropical Cyclone CALVIN-11 of Saffir-Simpson Category 1 affected few people with winds above 39mph (63 km/h) and few people with hurricane wind strengths (74mph or 119 km/h). In addition, few people are living in coastal areas below 5m and can therefore be affected by storm surge.

  • 7 July: According to Israeli sources, one Israeli soldier was injured when a device exploded near Israeli troops conducting land leveling operations in the vicinity of the fence separating the Gaza Strip and Israel, east of Khan Younis.

West Bank

10 injured by Israeli forces

This week, Israeli forces injured ten Palestinians in various incidents throughout the West Bank, including East Jerusalem. Thus far in 2011, 850 Palestinians have been injured by Israeli forces, around half of them during protests. This is around one?quarter above the number of injuries reported during the equivalent period in 2010.

Israeli forces clashed with Palestinians in a number of protests, including three separate protests against settler violence in ?Iraq Burin village in the Nablus governorate, against the expansion of Hallamish settlement in the Ramallah governorate, and against the continued closure of the main entrance of Kafr Qaddum village in the Qalqiliya governorate. As a result, seven Palestinians were injured. In the latter demonstration, 140 olive trees were damaged by tear gas canisters fired by Israeli forces.

? 6450 families in Cotabato City and North Cotabato have returned to their homes as floods begin to recede.

? 200 severely malnourished children were reported in evacuation centres in Cotabato City.

? Gaps exist in camp management and crowd control.

? NFIs, in particular cooking utensils, mats and linens, WASH, food and logistics are identified as major gaps.

Key Overall Developments

Lifting of ban welcome, but guarantees needed

On 7 July, the Humanitarian Coordinator for Somalia, Mark Bowden issued a press statement to welcome the announcement from Al Shabaab to re?open areas under its control to humanitarian interventions. However, Mr. Bowden called for guarantees from the group that aid workers will be able to safely reach the people in need.

Mr. Bowden also reiterated that this was an opportune move by Al Shabaab when ?millions of Somalis particularly in the south are facing acute levels of hunger and need,? saying that, ?I welcome the suspension of restrictions on aid agencies and I am happy to cooperate with anybody who can help to alleviate the current crisis and save lives.? Mr. Bowden welcomes immediate discussions with all parties in control of areas where there are people in crisis to resume and scale up humanitarian interventions.

Following several seasons of failed rains and spiralling global food prices, an estimated 2.8 million people are now in need of emergency aid with 61 per cent of these located in the southern regions. The number of malnourished children in Somalia has also increased from 476,000 to 554,500 to in the first half of 2011 and is expected to increase a further in the coming months.The southern regions are hosting almost 80 per cent of the malnourished children.

The Humanitarian Bulletin focuses on the situation related to the Internally Displaced Persons in Khyber Pakhtunkhwa and FATA, the returns process and Early Recovery needs of populations in FATA, along with other humanitarian issues.

Situation Overview

New displacements from Kurram Agency

Insecurity inside Kurram Agency (FATA) has resulted in new displacements of civilians. The FATA Disaster Management Authorities (FDMA) estimates that over 6,000 families (approximately 43,000 individuals) will be displaced due to these new hostilities. To host the newly displaced families, FDMA, with support from UNHCR, have established the ?New Durrani? camp inside Kurram, close to the city of Saada. So far, 581 families have arrived at the camp, other families are taking shelter in schools in the area and again others are residing with host families in Kurram. There are also families that have left for neighbouring districts in Khyber Pakhtunkhwa. The UN conducted a security assessment mission to Kurram on 6 July. The recommendations of the mission will form the basis for a response plan to meet the needs of the vulnerable population.
