Global Disaster Alert and Coordination System — Newsletter 7/8/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

Tropical Storm CALVIN-11 affected few people with winds above 39mph (63 km/h) and few people with hurricane wind strengths (74mph or 119 km/h). In addition, few people are living in coastal areas below 5m and can therefore be affected by storm surge.

TEMAS PRINCIPALES:

? Desplazamientos masivos: Las confrontaciones armadas siguen generando desplazamientos masivos en la zona Pacifica. En Bolivar, los intereses de grupos armadas por el control de la mineria han aumentado los riesgos para la poblacion civil que se ha visto forzada a desplazarse.

? El aumento en la violencia por parte de grupos armados post-desmovilizacion ha llevado a un incremento en el desplazamiento intra-urbano y en riesgos de proteccion asociados en Antioquia, Norte de Santander,
Meta y Valle del Cauca.

? Riesgo de desplazamiento y limitaciones a la movilidad en Medio Atrato (seguimiento): Las autoridades etnico-territoriales pudieron constatar que persiste el riesgo para las comunidades a lo largo del rio Atrato y una situacion de inseguridad alimentaria como consecuencia de las restricciones a la movilidad.

Desastres naturales

Durante el periodo en revision se han registrado emergencias por inundaciones en el Pacifico. Aunque las lluvias han disminuido considerablemente en el pais, persisten necesidades humanitarias en varios sectores. Colombia Humanitaria anuncio la asignacion de 10,000 millones de pesos) para proyectos del Sistema de Naciones Unidas en el marco del Plan de respuesta del Equipo Humanitario de Pais.

KEY DEVELOPMENTS:

Complex Emergency

? Armed hostilities triggered displacements in the Pacific region. In Bolivar department, armed groups interested in gold mining have caused further displacements.

? Increased violence by armed post-demobilization groups has led to an increase in intra-urban displacement and raises related protection concerns, in particular in Antioquia department (Medellin), Norte de Santander, Meta, and Valle del Cauca.

? Access constraints limit humanitarian assistance and protection of civilians, particularly in Guaviare department.

Natural Disasters

? As rains start to diminish, humanitarian needs in various sectors persist. Floods are currently affecting Afro-Colombian communities in the Pacific coast where humanitarian needs and gaps are most pressing. The Colombian Government has allocated US$5.7 million to UN agency projects in the HCT?s Floods Response Plan.

? Durante abril-julio 2011 se registraron 887.749 personas afectadas y 132 muertos. El acumulado 2010-2011 registra cerca de 3,9 millones de personas afectadas y 490 muertos por la temporada invernal.

? Segun el IDEAM, sigue tiempo lluvioso en el sur de la region Caribe, Antioquia, Eje Cafetero y sectores del piedemonte amazonico. Se mantiene el riesgo por deslizamientos de tierra en algunos sectores de las regiones Andina, Orinoquia y Amazonia.

? La DGR anuncio la asignacion de $10.000 millones de pesos, a traves de la subcuenta Colombia Humanitaria del Fondo Nacional de Calamidades, para financiar proyectos del Plan de Respuesta del Sistema de Naciones Unidas.

? El Presidente de la Republica, Juan Manuel Santos, anuncio el 23 de junio que estan siendo ejecutados $4,3 billones de pesos de los $6,8 billones destinados a la respuesta de la temporada invernal.

Gaza Fast Facts

  • The population of Gaza is 1.6 million, with over 50% under 18.

  • 38% of Gazans live in poverty.

  • 31% of the Gazan workforce is unemployed and 47% of youths are unemployed.

  • 54% of Gazans are food insecure and over 75% are aid dependent.

  • Economic output in 2010 is 20% lower than in 2005.

  • 35% of Gaza?s farmland and 85% of its fishing waters are totally or partially inaccessible due to Israeli military measures.

  • 50-80 million litres of partially treated sewage are dumped in the sea each day.

  • Over 90% of the water from the Gaza aquifer is undrinkable.

  • 85% of schools in Gaza run on double or triple shifts.

  • Since the beginning of 2010, 59 people have been killed in tunnel accidents including 5 children and 115 have been injured.

  • The main crossing for movement of Palestinians in and out of Gaza (Rafah Crossing at the Egyptian border) remains limited to the passage of 500 people per day

I. HIGHLIGHTS/KEY PRIORITIES

? The security situation in South Kordofan State remains tense and volatile, with fighting reported near Kadugli every day from 30 June to 5 July.
? While humanitarian agencies have access to Kadugli town, access to locations outside of Kadugli for humanitarian activities is still being denied.
? WFP, working through local partners, has assisted approximately 49,800 people with emergency rations, with a further 6,300 people scheduled to receive 103 MT of food in the coming days.
