Global Disaster Alert and Coordination System — Newsletter 7/23/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

The crisis at a glance

? On 20 July, a famine was declared in southern Bakool and Lower Shabelle regions of Somalia.

? Eight other regions of southern Somalia are at risk of famine in the coming 1-2 months unless aid response increases in proportion to needs.

? 11.6 million people are in need of urgent humanitarian assistance in the Horn of Africa region.

? Refugee influxes from Somalia into Kenya and Ethiopia continue, with an exodus of 3,500 people a day arriving in the past week in areas of Ethiopia and Kenya.

? More than 20,000 new refugees await registration and accommodation in Dadaab while a new camp is not yet operational pending Kenyan government authorization to begin relocation of refugees.

? Out of the US$ 1.87 billion in humanitarian requirements for Djibouti, Ethiopia, Kenya and Somalia, more than $1.1 billion has been committed, but a shortfall of $829 million remains as of 22 July.

Highlights:

  • The number of returns to South Sudan since last autumn stands at more than 325,400. Emergency assistance in key sectors is underway to returnees that have recently arrived in Renk in Upper Nile.

  • At the height of the lean season, close to 1 million people are receiving food assistance.

  • The first consolidated appeal was launched on 20 July to fund relief efforts in the first critical few months of the new Republic of South Sudan.

Key Overall Developments

Famine is declared in parts of southern Somalia

The drought situation in the southern regions has now deteriorated to famine in Lower Shabelle and the southern Bakool region. In the last few months, tens of thousands of people have died as a result of causes related to malnutrition; the majority of them are children.

On 20 July, the Humanitarian Coordinator for Somalia, Mark Bowden, issued a press statement saying, ?If we don?t act now, famine will spread to all other eight regions of southern Somalia within the next two month, due to poor harvests and infectious disease outbreak.? He also added that every day of delay in assistance is literally a matter of life and death for children and their families in the famine affected areas, calling for support for more resources of roughly US$300 million in the next two months.

Across the country, 3.7 million people, nearly half the Somali population, are now in crisis. Of these, the majority, 2.8 million are in the eight southern regions. Famine is declared when acute malnutrition rates among children exceed 30 per cent, more than 2 people in 10,000 die per day and when people are not able to access food and other basic necessities.

Key issues

  • The recent escalation in rocket fire and airstrikes continued this week in the Gaza Strip and southern Israel. One Palestinian civilian was killed and 24 others, including 21 civilians, were injured as a result. Under IHL, parties to a conflict must take all necessary precautions to prevent or minimize civilian casualties.

  • This week, Israeli settlers set fire to over 1,100 olive trees in the northern West Bank, further undermining the livelihoods of Palestinian farmers. Since the beginning of the year some 4,000 trees have been uprooted, burned or otherwise vandalized by Israeli settlers. Lack of adequate law enforcement by the Israeli authorities is a key factor behind the persistence of this phenomenon
