I. Background:

A landslide near Machhapuchhre Mountain in Kaski district triggered a catastrophic flash flood in Seti River, sweeping settlements and breaching the river banks downstream on 05 May 2012 at around 0930 hrs.

Kharapani settlement (also known as Tatopani) in Sardikhola Village Development Committee (VDC) and Sadal village in Machhapuchhre VDC are worst hit by the powerful outburst. As of 1800 hrs today, total 26 bodies have been recovered and there is no additional missing information except for those 44 persons.

Most of the deceased are pilgrims, people picnicking, locals, tourists and laborers working on sand/stone quarry in the river bank. The bad hit area of Kharapani is some 40 km north from Pokhara valley and Sadal village is further two and half hours walking distance from there.

II. Situation Overview:

Total of 20 houses, two temples, one community building have been completely swept away by the flooding.

Half of a kilometer of the road section, two suspension bridges, water supply system to the Pokhara valley (which supplies around 60 percent of water supply in the valley) and electric poles have been damaged. It was observed today that another water supply system which supplies around 20 percent of water for the valley is also partially damaged by the flooding. If this system collapses, there will be shortage of water supply by 80 percent in the Pokhara city. The flood affected families in the major two sites in Kaski district are comparatively less than non local residents especially visitors, pilgrims, students having picnic, labors etc. District Disaster Relief Committee (DDRC) and Nepal Red Cross Society (NRCS) have already provided the immediate cash and NFI support to the flood affected families and the families of the deceased.

DDRC is taking the lead of all rescue/relief and recovery of dead body initiatives in the district which is amazing here. The security forces (Nepal Army, Nepal Police and Armed Police Force) are doing their job very well in coordinated manner. All other humanitarian partners are also well coordinated for which OCHA and UN Field Coordination Office along with other UN agencies are providing their coordination support to the DDRC. A team led by DDRC went to the affected area this morning to have a rapid assessment as well as damage assessment. Representatives of government Agencies (District Administration Office, District Development Committee, District Education Office, Nepal Army, Nepal Police, Armed Police Force, District Livestock Office, District Technical Office), Nepal Red Cross Society, UN Agencies (OCHA, UN Field Coordination Office, UNICEF, WFP, WHO) and OXFAM participated in the assessment. The DDRC is going to meet tomorrow afternoon and all the outcome of today?s assessment will be shared during the DDRC meeting tomorrow.

? 967,000 children under the age of five are estimated to suffer from acute malnutrition, with 267,000 children at risk of dying without proper nutrition interventions.

? UN Deputy Humanitarian Chief Catherine Bragg visited Yemen.

? More funds, capacity building for national NGOs and early recovery are some challenges facing the Yemen humanitarian team going through the mid-year review of the 2012 Humanitarian Response Plan.

Please find attached the OCHA Situation Report No. 3 for Mali, dated 8 May 2012 (covering the period from 1 to 7 May 2012). The next report will be issued on or around 15 May.

HIGHLIGHTs/key priorities:

As of 5 May, the number of IDPs in Mali was estimated at 146,900. This figure needs updating for the three rebel-held northern regions (Gao, Kidal, Timbuktu).

The rate of arrival of Malian refugees in neighbouring countries decreased slightly this week. As of 6 May, over 160,000 Malian refugees had been registered in Mauritania, Burkina Faso and Niger. According to a statement by the Algerian Government in March, at least 30,000 more are in Algeria.

Fighting in Bamako from 30 April to 2 May hindered response activities and complicated coordination efforts. Despite the insecurity, some activities continued, including food distributions in the south.

Access to some rebel-held areas in the north is possible, but limited.

Humanitarian needs persist for water, food, shelter, health and protection. Vulnerable women and children living in camps particularly require a protective environment.

Appeal processes for Burkina Faso and Mauritania are expected to be issued around 15 May. An appeal process for Mali is underway and is expected to be completed by early June.

This report has been prepared by OCHA Humanitarian Support Unit with direct field observation of UN team, information from District Disaster Relief Committee (DDRC), Security Forces, Nepal Red Cross Society (NRCS) and other humanitarian agencies involved in response activities.

I. Background:

A landslide near Machhapuchhre Mountain in Kaski district triggered a catastrophic flash flood in Seti River, sweeping settlements and breaching the river banks downstream on 05 May 2012 at around 0930 hrs.

Kharapani village in Sardikhola Village Development Committee (VDC) and Sadal village in Machhapuchhre VDC are worst hit by the powerful outburst. According to National Emergency Center (NEOC), total of 20 people have confirmed dead and 44 gone missing as of 1800 hrs, 07 May 2012. Most of the deceased are pilgrims, people picnicking, locals, tourists and laborers working on sand/stone quarry in the river bank.
The level of Seti River was as high as 30 ft at some locations during the time of flooding. The bad hit area is 40 km north from Pokhara valley.

II. Situation Overview:

Total 20 persons confirmed dead and 44 persons missing including 4 children and 3 foreigners, the number of missing is expected to increase which may go beyond 100 persons. Total of 14 families (nine in Kharapani village of Sardikhola VDC, also called as Tatopani and five in Machhapuchhre VDC-09) have been displaced; two children of age 8 and 11 respectively lost their both of the parents during the incident and they are taken care by their relatives for the time being. Total of 20 houses (4 permanent and 16 temporary), two temples, one community building have been completely swept away by the flooding. However, there is no information on water system damaged and affected communities in two upstream VDCs.

Half of a kilometer of the road section, two suspension bridges, water supply system to the Pokhara valley (which supplies around 60 percent of water supply in the valley) and electric poles have been damaged. Access to Annapurna Lower Secondary School, which is in the safe location in other side of the River, has been interrupted due to collapse of the suspension bridge over the Seti River. The school is closed now and around 50-60 children from other side of the river have no access to school. The affected families in the major two sites in Kaski district are comparatively less than non local residents especially visitors, pilgrims, students having picnic, labors etc. Nepal Red Cross Society (NRCS) has already provided the immediate relief items to the affected family and District Disaster Relief Committee (DDRC) has not yet appealed for the external support for this incident.

The 7-day cumulative satellite rainfall estimate (RFE) image below indicates light to moderate rains were received within the Juba and Shabelle basins in Somalia and within the Ethiopian highlands.

The rainfall forecast for the coming week (8th to 14th May 2012) is calling for moderate to heavy rains in Juba and Shabelle catchments both in Ethiopia and Somalia. Following the rains observed in the last few days in the riverine areas of Shabelle, coupled with the foreseen heavy rainfall in the catchments there is a likelihood of localised flooding during the forecast period especially in the lower reaches of the river due to weak river embankments. However, there is no foreseen risk of flooding along the Juba during the forecast period.
