Global Disaster Alert and Coordination System — Newsletter 1/20/2012

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

Tropical Cyclone ETHEL-12 of Saffir-Simpson Category 2 affected 37 thousand people with winds above 39mph (63 km/h) and 37 thousand people with hurricane wind strengths (74mph or 119 km/h). In addition, 1 thousand people are living in coastal areas below 5m and can therefore be affected by storm surge.

December overview

In 2011, the humanitarian situation continued to be affected by a lack of respect for international humanitarian and human rights law, also contributing to a crisis of human dignity.

In the West Bank, Israeli settlement activity accelerated in 2011, with an almost 20 percent increase in new ?building starts? for housing units (excluding East Jerusalem), compared to 2010. This came along a range of governmental and legislative initiatives aimed at ?legitimizing? unauthorized settlement outposts, many of which are built on private Palestinian land. Israeli settlement policies are not only illegal under international law but are also the root cause of much of the humanitarian vulnerability of Palestinians.

SITUATION OVERVIEW

  • Early indicators point to a likely food crisis in localized areas of the Sahel in 2012, with people at particularly high risk in Mauritania, Niger, Burkina Faso, Mali, Chad, and localized areas of Senegal.

  • Acute food insecurity already noted in southeastern Mauritania.

  • Deficits in 2011, in agro-pastoral production led to higher market prices, resulting in an earlier than usual need for food aid.

  • Resilience to food insecurity is low in most vulnerable groups.

  • High poverty level in Sahel (51%) impacting on food accessibility due to high prices

I. HIGHLIGHTS/KEY PRIORITIES

  • On 12 January, the International Committee of the Red Cross (ICRC) announced the temporary suspension of food and seed distribution in southern Somalia.

  • The estimate of the number of internally displaced persons in Somalia has been revised to 1,356,000.

  • Kenya has intensified its military operations in southern Somalia. On 15 January, air strikes on Jilib in Lower Juba region reportedly killed 10 civilians.

  • On 12 January, two aid workers were killed near the town of Dhuusamarreeb, Galgaduud region.

  • On 10 January, a UN compound in Mogadishu was attacked with grenades.

Myanmar: Conflict and Political Violence Intensity in Myanmar (as of 17 Jan 2011) Thu, 19 Jan 2012 15:16:03 +0000

Armed clashes between ethnic minority armed groups and the government continue to occur in the border regions to China and Thailand, with both insurgent groups and government troops also targeting civilians. Maplecroft?s in-depth Country Risk Report on Myanmar highlights how the government?s recent democratic opening has also involved intense efforts to bring security to the country by launching a new round of peace talks with armed groups. As of January 2012, all major insurgent groups have negotiated cease-fires with the government and incidents of political violence are significantly fewer although risks to companies? assets and personnel are likely to persist in the medium-term. Success in this area is a major step on the road towards the West lifting sanctions on Myanmar and will accelerate opening new lines of investment in this country.

The Central African Republic (CAR) received US$89.8 million in 2011.
US$68.3M was allocated to projects in the Consolidated Humanitarian Appeal (CAP), reaching 48.1% of the identied needs in the CAP. 31 organisations received funding from more than 17 donors. The Common Humanitarian Fund (CHF) and the Central Emergency Response Fund (CERF) helped to cover identied priority needs not covered by individual donors.
