Global Disaster Alert and Coordination System — Newsletter 12/17/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

Tropical Storm WASHI-11 affected 11.1 million people with winds above 39mph (63 km/h) and few people with hurricane wind strengths (74mph or 119 km/h). In addition, few people are living in coastal areas below 5m and can therefore be affected by storm surge.

I. HIGHLIGHTS/KEY PRIORITIES

? Heavy rains have subsided this week in Kenya, Somalia and Ethiopia, but humanitarian operations continue to be impeded by the damage to infrastructure caused by the heavy rains in previous weeks, as well as persistent insecurity.

? The World Health Organization has issued an alert over an increased risk of water-borne diseases following the recent heavy rains and flooding in the region.

? The 2012 Consolidated Appeals for Somalia, Kenya and Djibouti were launched this week. The three Appeals seek some US $2.37 billion dollars, which is 20 per cent higher than the requirements for 2011. Ethiopia is expected to release its 2012 requirements in late January.

? During a mission to Mogadishu and Kenya last week, UN Secretary-General Ban Ki-moon called on the international community for their continued support in securing gains made in 2012.

Natural Disasters

The Meteorological, Climatological and Geophysical Agency (BMKG) reported that some parts of the country just entered the rainy season in November including Sumatra (Aceh, North Sumatra, and Lampung), Java (Serang, Tangerang, Jakarta, West, Central, and East Java), Bali, West and East Nusa Tenggara, Sulawesi, Maluku, and Papua. BMKG, Water Resource Office, and Mapping Agency have forecasted heavy rains and mapped the areas with high possibility of floods. The worst flooding occurred on 2 November, inundating ten sub-districts and killing four people in Pesisir Selatan District, West Sumatra. Floods also caused damages to thousands of houses, schools, religious sites, bridges, irrigation canals, rice fields, plantation, and livestocks.
The government announced a 14-day state of emergency and with support from the National and Provincial Agency for Disaster Management, Provincial Health and Social Office, and PMI responded to the emergency situation by providing food and non-food items, and medical assistance.

Heavy rains caused the Batang Lubuh River to overflow and flood hundreds of houses in Rokan Hulu District, Riau. Heavy rains also caused flash floods in 4 villages of Kampar Kiri Hulu Sub District, Riau on 26 November and high tide Penjaring Sub District, North Jakarta on 23 November. One casualty, one missing and damages to eleven houses were reported due to flash flood in Rokan Hulu, Riau while there was no report of damages or casualties due to high tide flood in Jakarta. Widespread flooding occurred in several other areas, including Padang Pariaman of West Sumatra, Denpasar of Bali, Mandailing Natal of North Sumatra, East Aceh District, and Dumai of Riau, inundating thousands of houses. There were also reports of casualties and damages to houses due to landslides and whirlwinds across the country.

Key issues

  • One Palestinian was killed in a protest against the takeover of private land by settlers. In 2011, five out of 12 Palestinians killed by both Israeli forces and Israeli settlers in the West Bank, and 975 out of 1,516 of those injured, fell in settler attacks, or during protests against measures aimed at protecting settlements or allowing for their expansion.

  • In the Gaza strip, Israeli forces killed two Palestinian civilians and injured another 20, most of them by air strikes.

  • The lives of 450 patients on kidney dialysis from Gaza became at risk, as essential drugs reached zero stock levels due to the lack of coordination between the health ministries in Gaza and Ramallah.

  • Thirty one earthquakes measuring 5.0 or above on Richter scale (RS) occured across the country during November. The largest of these (6.2 RS) struck off Oksibil Sub District of Pegunungan Bintang District, Papua on 16 November
  • Currently there are 4 volcanoes with alert level III and 17 volcanoes with alert level II
  • The Meteorological, Climatological and Geophysical Agency (BMKG) reported that some parts of the country just entered the rainy season in November including Sumatra (Aceh, North Sumatra, and Lampung), Java (Serang, Tangerang, Jakarta, West, Central, and East Java), Bali, West and East Nusa Tenggara, Sulawesi, Maluku, and Papua.
  • The peak of the rains is expected in January or February 2012
