Global Disaster Alert and Coordination System — Newsletter 11/15/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

KEY HIGHLIGHTS:

? Civilian population caught between armed confrontations in Cauca. Military operations registered over the past several weeks, which are likely to continue, have had serious consequences for the civilian population trapped by hostilities. Armed confrontations triggered mass displacements and restrictions on mobility and access to vital goods among civilians.

? Mass displacements in southern Cordoba. During the reporting period, Accion Social reported a new displacement in the department. According to information collected by OCHA, 20 displacements have taken place in Cordoba, through 2011. The figure indicates an increase by 185% in comparison to 2010, with seven mass displacements registered.

? Second Rainy Season: Death toll rises to 120, with more than 294 thousand affected. According to SNAPD official figures, between 1 July and 9 November, 294,825 people were affected by flooding, landslides and wind storms, which have killed 120 people. The trends are similar to the 2010 rainy season, indicating an urgent need to reinforce mitigation and risk management measures.

Seasonal Outlook

Drought conditions have abated in most parts of the southern and southeastern lowlands of Ethiopia due to the good overall rains in October. The early to timely onset and normal to above-normal performance of the deyr/hagaya (October to December) rains has improved water and pasture availability in most drought-affected parts of the country. However, drought conditions persist in pockets of northern Afar and north-eastern Tigray regions where the June/July to September/October rains performed erratically, as well as in East and West Harerge zones of Oromia region. Unseasonable rains have also been falling across the central, western and northern highlands of the country. The latest forecast from the National Meteorological Agency (NMA) indicates that above-normal unseasonable rainfall is likely to continue across much of Afar, Amhara, Beneshangul Gumuz, Gambella, Oromia and Tigray, as well as in the northern zones of Somali Region in November. While the rains may favour perennial plants and late-planted pulse crops, and help to replenish water sources and generate pasture in pastoralist areas, they are likely to have a negative impact on fully-matured meher crops and on post-harvest activities. The NMA forecast also indicated that further strengthening of the La Nina conditions is expected in the coming months, which could negatively impact the short belg (February to May) rains in the central and western highlands of the country, and the major pastoralist gu rains (March to May) in the lowlands.
