Global Disaster Alert and Coordination System — Newsletter 10/4/2011
This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

| Humanitarian Bulletin - Weekly Humanitarian Highlights in Ethiopia, 03 October 2011 Mon, 03 Oct 2011 13:58:40 +0000 Source: UN Office for the Coordination of Humanitarian Affairs Country: Ethiopia, Somalia, Sudan (the) Refugee Update Somali Region: As of 29 September 2011, the total number of refugees in the Dollo Ado camps was 124,668, an increase of 420 new arrivals in the past week. With the fourth camp in the Dollo Ado area, Hilaweyn, quickly reaching its capacity, UNHCR and the Administration for Refugee and Returnee Affairs (ARRA) are working to develop a fifth camp at Boramino. A significant decline in the crude mortality rate has been registered in the Dollo Ado camps, showcasing the considerable progress made in delivering health and nutrition services by UNHCR and partners. The crude mortality rate in Kobe (opened at the end of June 2011) has been reduced from 4-5 deaths per 10,000 persons per day in July to 1.1 deaths per 10,000 per day. In early July, up to 10 children were reportedly dying each day in Kobe camp. Meanwhile, the World Bank announced that it will donate US$30 million to support health, nutrition and sanitation interventions for Somali refugees to UNHCR in Ethiopia and Kenya. Western Ethiopia: UNHCR, WFP, IOM and UNICEF launched a joint appeal for US$ 18.3 million for Sudanese refugees in Ethiopia on 27 September, noting that the number of Sudanese refugees entering Ethiopia is expected to continue to rise as a result of the ongoing conflict in Sudan's Blue Nile State. Since the fighting erupted, an estimated 25,000 Sudanese have reportedly crossed into Ethiopia. Most of the Sudanese have indicated their preference to remain in host communities along the border to monitor the situation in the home areas. However, UNHCR reports a shift in the profile of new arrivals recently to families carrying their household goods and livestock. The latest arrivals also seem more willing to be transferred to Sherkole refugee camp, in Beneshangul Gumuz Region. To date, over 3,000 refugees have been transferred to Sherkole with the help of UNHCR, IOM and ARRA. In response to the continuing influx, the Government has allocated land to build two transit centers near the main border crossing of Kurmuk and Gizen, able to accommodate 3,000 and 5,000 persons respectively. Development of a new refugee camp at Tonga is also proceeding as Sherkole nears its capacity. The Ethiopian Red Cross Society (ERCS) and IFRC have sent a multi-sectoral assessment team to Tonga to identify areas in which the Red Cross Movement can provide support. UNICEF has dispatched five pillow tanks (10,000 litre capacity each), one pool tester, 20,000 body soaps, and four emergency water treatment kits to provide potable water for the host community in Kurmuk. Possible disease outbreaks remain a major concern for both the refugee and host community in Kurmuk due to population congestion in the area. Moreover, the many refugees staying in local communities around Kurmuk sleeping in the open air presents an increased risk of illness, while safety is also of concern as the area is close to parts of Sudan where fighting and aerial bombings are being reported. For more information, contact: gegziabk@unhcr.org, awesterbeek@unicef.org and iain.logan@ifrc.org Food Assistance Update As of 26 September 2011, the fifth round relief food dispatches nationwide (targeting 4,588,463 beneficiaries) were 96% complete, with 81, 674 tons of food items dispatched, while sixth round allocations and dispatch were 29% complete, with 22,175 tons of food dispatched. Of the 4.5 million people requiring relief assistance nationwide, WFP is directly covering 1.2 million in Somali Region through its Hubs-and-Spokes system, while DRMFSS, in cooperation with partners, covers 2.3 million beneficiaries in the rest of the country. The NGO consortium Joint Emergency Operation (JEOP) is covering the remaining 1 million beneficiaries. For more information, contact: wfp.addisababa@wfp.org Health Update New cases of acute watery diarrhoea (AWD) continue to be reported in Kebridehar woreda of Somali region. Three kebeles in Kebridehar town and six rural kebeles around the town have been affected. A team from the Regional Health Bureau, led by the Public Health Emergency Management (PHEM) unit, has been sent to support outbreak control and prevention efforts. WHO has deployed two staff members to Kebridehar to assess the situation and provide technical and financial support to the health team. AWD cases also continue to be reported in West Harerge zone (Mieso and Chiro woredas) and East Harerge zone (Kersa woreda) of Oromia region. These two zones are also the most affected by severe acute malnutrition in the region, with 2,481 cases in West Harerge and 4,019 cases in East Harerge registered in OTPs in September. UNICEF has dispatched one million sachets of household water treatment chemicals to the AWD prone woredas of East and West Harerge, and three Case Treatment Centres and drugs to Harari for pre-positioning. In Benishangul Gumuz region, 45 health professionals were trained on outbreak investigation and management, with support from UNICEF. The training focused on four diseases including, AWD, measles, malaria and meningitis. In the Somali Region, the national measles supplementary immunization campaign kicked off on 26 September 2011. The campaign, which is part of the measles control plan for drought affected woredas of the country, will continue to be conducted in Afar, Amhara, Oromia, SNNP and Tigray regions during the month of October. To the south, up to 5,000 cases of Dengue Fever have been reported in Mandera town of northeastern Kenya in the past. According to WHO Kenya, fever cases have also been reported in towns in Ethiopia and Somalia bordering Mandera, although PHEM in Ethiopia has no reports of the disease from the Ethiopian side so far. As part of its outbreak preparedness efforts, WHO Ethiopia has prepared a factsheet on Dengue Fever management, which has been shared with PHEM for distribution in Somali region to zones and woredas neighbouring Mandera, as well as in the Dollo Ado refugee camps.
