Global Disaster Alert and Coordination System — Newsletter 9/29/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

? Fighting has continued between the Sudan Armed Forces (SAF) and the Sudan People?s Liberation Movement-North (SPLM-N) forces in both Blue Nile and South Kordofan states over the past week.

? The Government of Sudan continues to impose severe restrictions on international humanitarian organizations in these two states. Currently there is only one UN international humanitarian staff member in South Kordofan and none in Blue Nile State.

? No confirmation on the withdrawal of SAF and the Sudan People?s Liberation Army (SPLA) from Abyei.

? Some international NGOs are phasing out of Darfur due to a lack of funding.

Epidemies

Situation du cholera

? Le nombre total de cas de cholera rapportes au 24 septembre dans les provinces longeant le fleuve Congo est de 6 234 cas dont 358 deces selon la repartition suivante : 2 355 cas dont 138 deces pour la Province de l?Equateur, 1 815 cas dont 110 deces pour la Province de Bandundu, 1 609 cas dont 84 deces pour la Province Orientale et 455 cas dont 26 deces pour la Ville de Kinshasa. La prise en charge des cas ainsi que les actions de prevention et de sensibilisation continuent a etre assurees par les autorites sanitaires avec l?appui de l?Organisation mondiale de la sante (OMS), du Fonds des Nations Unies pour l?enfance (UNICEF), de Medecins Sans Frontieres (MSF) et d?autres partenaires. Il y a lieu de noter qu?une legere augmentation des cas est actuellement observee dans les Provinces de l?Equateur et Kinshasa. UNICEF a forme 25 membres du cluster sante sur les techniques de chloration d?eau, a Mbandaka. Pour sa part, la Croix Rouge a distribue des affiches dans la ville de Mbandaka et ses environs afin d?informer la population sur les mesures preventives necessaires contre cette pathologie. Dans la Ville Province de Kinshasa, l?OMS a appuye le Ministere de la Sante Publique dans la mise en place et l?equipement d?une nouvelle Unite de traitement du cholera (UTC) dans l?enceinte de l?hopital general de reference de Kintambo. L?OMS a egalement fourni des kits cholera pour la prise en charge des malades.

Situation de la rougeole

? La situation mise a jour au 11 septembre 2011 rapporte un total cumule de 15 630 cas de rougeole dont 1 418 deces depuis le debut de l?annee 2011. Actuellement sept zones de sante sont en epidemie : Muanda, Boma, Boma-Bungu (Bas-Congo), Panzi (Bandundu), Lukolela (Equateur), Watsa (Province Orientale) et Kayna (Nord-Kivu). Une campagne de suivi a eu lieu dans la Province Orientale et en Equateur au cours de la periode du 24 au 28 septembre 2011, avec l?appui technique de l?OMS et d?autres partenaires (UNICEF, Banque mondiale etc.) Les partenaires cherchent actuellement a mobiliser un total de 5,4 millions de dollars pour l?organisation de la prochaine campagne de suivi dans les quatre nouvelles provinces prevues pour le premier trimestre de 2012.

Situation de la poliomyelite

? Un total de 80 cas de poliovirus sauvage (PVS) a ete notifie a ce jour (en 2011). Le gouvernement de la RDC, avec l?appui de ses partenaires traditionnels (OMS, UNICEF, Rotary International, Fondation Bill & Melinda Gates etc.), organise les Journees Nationales de Vaccination (JNV) du 8 au 10 octobre 2011 ciblant tous les enfants de 0 a 59 mois sur l?ensemble du pays.

This report is produced by the OCHA Humanitarian Support Unit, Resident and Humanitarian Coordinator?s Office in collaboration with humanitarian partners.

I. Situation Overview

An earthquake measuring 6.9 on the Richter Scale affected 15 eastern districts of Nepal, as well as the capital of Kathmandu in the Central Region, at around 6:25 pm Nepal time on 18 September 2011. The Ministry of Home Affairs (MoHA) and the National Emergency Operations Centre (NEOC) continues to coordinate the response to the earthquake. Latest figures released on 26 September by the NEOC, indicate that the number of fatalities remains at 6 persons, 27 people are severely injured and 132 persons have minor injuries. 3344 families are reportedly displaced (the exact number of individuals displaced is yet to be finalised as some districts are only reporting number of families). 3917 houses/buildings are completely destroyed and 5966 partially damaged. 111 schools are completely destroyed, and 387 are partially damaged. Similarly, 26 health facilities are completely destroyed and 38 are partially damaged. 63 Government buildings such as VDC offices, community buildings, electricity stations are reported to be destroyed with a further 204 buildings partially damaged. There are still difficulties in accessing some remote areas and reports and updates continue to be received at the NEOC from previously inaccessible areas.

The affected districts included 15 districts in the eastern region, three districts in the Kathmandu valley and the remainder in central and western Nepal (see attached map for detail). The tremor was felt across 26 districts of Nepal.

Analysis revealed that the explosion took place in the highly congested Mukuru-Sinai slums along the river Ngongo. This is a preliminary damage assessment, and it is likely to represent a reliable minimum estimate; the actual building damages within this area are likely to be larger.

During the first nine months of 2011, humanitarian actors? efforts focused on a massive response to the cholera epidemic, while still providing humanitarian aid to the 2010 earthquake ?s victims. They also strengthened preparedness activities in anticipation of the hurricane season, and supported activities aimed at reintegrating people affected by the earthquake.

ANALYSIS SUMMARY: A preliminary analysis indicates that the city of Mirpur Khas has been severely affected by standing flood waters concentrated in the central and western sections of the city based on satellite imagery recorded 27 September 2011. Visible within the map extent in the central part of the city, approximately 850 meters of the primary DCO Office Road is currently submerged and likely impassable.

Further, an emergency IDP camp for displaced residents in Gama stadium has been established with currently 85 tents shelters. This analysis has not yet been validated in the field.

More than 13 million people in the Horn of Africa are in need of life-saving assistance. While this emergency has made international headlines only in July, when famine was declared in parts of Somalia, country-based pooled funds in Somalia, Kenya and Ethiopia already supported the humanitarian response to address the effects of the drought with US $69.2 million before July. Combined, the three Funds have allocated $108.2 million to this emergency in 2011 (as of 15 September 2011).
