Global Disaster Alert and Coordination System — Newsletter 9/16/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

This report is produced by OCHA Eastern Africa in collaboration with humanitarian partners. It is issued by OCHA in New York. It covers the period from 9 to 15 September. The next report will be issued on 22 September.

I. HIGHLIGHTS/KEY PRIORITIES

  • The number of beneficiaries reached in southern Somalia has increased in the last two months.

  • The number of arrivals to the Dollo Ado refugee camps is slowing down, but mortality and malnutrition rates amongst the arrival population remain alarming.

  • The volatile security situation in Sudan?s Blue Nile State and deteriorating situation in Somalia continue to drive Sudanese and Somali refugees into Ethiopia.

  • On 8 and 9 September, Kenya hosted a regional summit titled ?Ending Drought Emergencies: A Commitment to Sustainable Development?, in an effort to bring to the fore root issues of underdevelopment and climate change that have increased vulnerability to drought. The well- attended summit endorsed the ?Nairobi Strategy? which aims to support pastoralism and strengthen early warning systems.

Main Developments

The famine and nutrition situation continued to deteriorate during August. Six areas in southern Somalia are now in famine. Most recently, on 5 September, famine was declared in Bay region. This is in addition to southern Bakool, Lower Shabelle, parts of Middle Shabelle, IDPs in the Afgooye Corridor and the IDP community in Mogadishu.

According to the Food and Nutrition Analysis Unit (FSNAU) and the Famine Early Warning Systems Network (FEWSNET), 4 million people are in crisis countrywide, 3 million of whom are in southern Somalia. At least 750,000 people in the famine areas are at risk of death in the coming four months unless emergency response is scaled up immediately. Already, tens of thousands of people have died, over half of whom are children.

There was a signii cant increase in humanitarian assistance in August compared to July. Humanitarian aid arrived in Mogadishu and other parts of the south by air and sea including aid sent by many Gulf and Arab countries. Aid agencies are also trying to ensure people get aid where they are. The humanitarian community is particularly concerned about the situation in Bay, Bakool and Middle Shabelle regions, as coverage of the needs is the lowest.

Coverage in Gedo and parts of Lower Juba region improved enabling the humanitarian community to reach populations in need. In Mogadishu, coverage continues to be limited. Al Shabaab?s withdrawal on 6 August has not automatically translated into improved access due to security concerns created by the power vacuum.

Although on a slower scale, movements of famine-af ected people continued from the southern regions into Mogadishu, Ethiopia and Kenya. Nearly 5,000 people moved to Mogadishu in August compared to at least 28,000 new arrivals in July.

An Emergency Revision of the Consolidated Appeal for 2011 was issued in August requesting for US$1.06 billion. Nearly $343 million has been received since July (compared with $320 million received during the i rst half of 2011). This has enabled the majority of the upscale of response to take place in August.

I. HIGHLIGHTS/KEY PRIORITIES

  • Clan fighting known as rido erupted anew between the commanders of Moro Islamic Liberation Front and Bangsamoro Islamic Freedom Movement, displacing over 2,000 households in North Cotabato Province. Sporadic clan fighting continues to be reported in central Mindanao.
  • Insecurity is impeding humanitarian response to rido and other armed conflicts.
  • An estimated 1,700 people remain displaced by the flooding in June. Water is slow to subside in some areas in Sultan Kudarat Province, where 12,600 people can only be reached by boat.
  • The Mindanao Humanitarian Action Plan 2011 is 50% funded at US$16.6 million with funding support from the Central Emergency Response Fund (CERF), Canada, Japan, New Zealand, Philippines, Saudi Arabia and Spain.
  • Early recovery and livelihood support as well as demining remain severely underfunded.
