Global Disaster Alert and Coordination System — Newsletter 8/23/2011
This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

| Humanitarian Bulletin - Weekly Humanitarian Highlights in Ethiopia, 22 August 2011 Mon, 22 Aug 2011 13:46:49 +0000 Source: UN Office for the Coordination of Humanitarian Affairs Country: Ethiopia, Somalia Food Price Update According to the latest Central Statistics Agency (CSA) report, overall 12 months moving average inflation in Ethiopia stood at 20.9 percent in July 2011, while annual inflation stood at 39.2 percent. Annual food inflation in July 2011 stood at 47.4 percent and annual non food inflation at 27.8 percent. Food prices have been rising markedly in the last year. Until February 2011, this was the result of increases in the individual prices for pulses, oils and fats, vegetables and fruits, potatoes, spices, coffee and tea. In March 2011 food inflation accelerated as a result of a spike in cereal prices linked to the poor onset of the belg rainy season. General and food price indices were basically stable between June and July 2011, while the cereal index registered a 3 percent increase. EGTE data on wholesale prices in Addis Ababa confirms this trend of mild month-to-month price increases. Real price increases were recorded for teff, maize and sorghum, and a slight decline for wheat. This probably reflects the current good kiremt rain performance and anticipated good meher harvest prospects. Additionally, the Ethiopian Grain Trade Enterprise (EGTE) has signed a contract to import 300,000 tonnes of wheat. This will be used mainly for domestic price stabilization purposes.The Disaster Risk Management - Agriculture Task Force (DRM -ATF) led by the Disaster Risk Management and Food Security Sector (DRMFSS) met to review the weather, food and livestock prices and La Nina drought response. The weather up-date confirms the National Meteorological Agency (NMA) forecast of October 2010 that the kiremt rains will be above normal and that will result in localized floods. The DRMFSS-led food price up-date confirmed food price inflation rates of above 40 percent for cereals in Addis rising to even higher levels in some regions where food distributions have been delayed. La Nina agriculture sector response were innovative and appropriate but continue to be under-funded. For more information contact: info@dppc.gov.et & adrian.cullis@fao.org Refugee Update The total population in Dollo Ado refugee camps currently stands at 119,266 people as of 19 August 2011, with more than 78,000 refugees from Somalia having arrived in Ethiopia since January. The relocation of refugees from the transit centre in Dollo Ado to the new refugee camp at Hilowyen is continuing at a rate of 1,000 people per day, easing the pressure on the transit centre. Following the suspected measles outbreak in the Dollo Ado camps, UNHCR and health partners have carried out a mass vaccination campaign against measles for all children between the ages of six months and 15 years in Kobe camp, which has recorded the highest number of cases. The vaccination campaign has continued in Melkadida camp and will cover the rest of the refugee camps in the coming weeks. According to UNHCR, a recent mortality assessment in Kobe refugee camp has found that death rates among new arrivals remain high. While malnutrition is the leading cause of the elevated mortality, the suspected measles outbreak allegedly compounded the problem. Thus, a key priority for health partners is to promote awareness of the health and nutrition programmes available for refugees, and to encourage parents to bring their children to health centres for continued treatment for malnutrition, as well as to identify children who are sick to ensure they receive immediate medical attention. A joint UNHCR-ARRA assessment mission reported 17,500 new Somali refugees in the areas of Morodile, God Dhere, El-Harr and Bare (Gode and Afder zones) of Ethiopia. Most of the new arrivals come from the Bakool and Bay regions of Somalia, with others from Gedo and Hiran. The assessment was conducted in partnership with other UN agencies and non-governmental organizations. The Ethiopian government and partner agencies are currently working on an immediate response, with life-saving interventions in food-assistance and health care being priority activities. UNHCR is airlifting an assortment of Core Relief Items (CRI) enough for 20,000 people, and has discussed with WFP on a one-month initial distribution of food ration. On 22 August 2011, a team composed of 13 people are sent to the area by UNHCR to profile the new refugees through registration as well as coordinate and supervise the relief efforts. UNHCR and ARRA are looking into possibilities for relocating the refugees to Dollo Ado although there is reported reluctance to this idea amongst the refugee population. UNICEF additionally sent blankets and 20 collapsible water tanks with distribution kits to support storage and distribution of clean water to Somali refugees in Dollo Ado.For more information, contact: gegziabk@unhcr.org |
| Protection of Civilians Report 19-21 August 2011 Mon, 22 Aug 2011 00:54:20 +0000 Source: UN Office for the Coordination of Humanitarian Affairs Country: occupied Palestinian territory, Israel Israeli air strikes on the Gaza Strip and rocket and mortar fire by Palestinian armed factions continue to affect civilians and civilian property in the Gaza Strip and southern Israel. Overall, since the escalation of violence on 18 August, 14 Palestinians have been killed, including four civilians, and 41 injured, including 35 civilians, and nine Israelis have been killed, including seven civilians, and approximately 35 have been injured. Between Friday, 19 August and Sunday, 21 August, initial reports indicate that the Israeli Air Force carried out approximately 30 air strikes on the Gaza Strip, resulting in the killing of seven Palestinians, and the injury of approximately 30 additional Palestinians. Tank fire from Israel forces stationed along the border and at sea was also reported, without casualty or damage. During the same period, tens of rockets and mortars fired by Palestinian armed groups towards cities in southern Israel resulted in the death of one Israeli civilian and the injury of six, including a baby and a nine-yearold child. One Palestinian child, 13-years-old, was also killed, and six others injured, when a GRAD rocket fired by Palestinian armed groups fell short. |
