Global Disaster Alert and Coordination System — Newsletter 8/16/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

Food Security

The stock at hand in the Government-managed Ethiopian Food Security Reserve Authority (EFSRA) currently stands at 31,096 MT according to the latest report by the Disaster Risk Management and Food Security Sector (DRMFSS), which is below the minimum threshold of stock that is supposed to be kept in the reserve, 100,000 MT. The situation is of concern in view of the critical need for support to the relief and safety net programmes on the ground. Shortfalls in the relief pipeline have already led to reduced rations and incomplete food baskets being distributed in areas covered by DRMFSS since the second round of food distributions. In the fifth round, all areas received reduced rations of corn-soy blend (CSB), and DRMFSS-covered areas (roughly half the targeted population) received reduced rations of pulses. Seasonal Outlook

According to a new Horn of Africa Weather Outlook published by the World Food Programme (WFP), current forecasts for the Horn predict average rainfall during the early stages of the forthcoming October to December rainy season, which may become moderately below average midway through the season in some areas. Furthermore, temperatures are forecast to be significantly hotter than average across parts of the Horn of Africa, including southeastern Ethiopia, during most of the next growing season. This forecast raises the possibility that growing conditions will be less than favourable during the crop development stage as higher temperatures impose higher water requirements, a situation that might be exacerbated if rainfall is below average. The outlook is of concern as the area potentially affected is the same as that which is now worst affected by the drought. For more information contact: wfp.addisabba@wfp.org

Situation Overview

As per PMD active monsoon season in Pakistan in 2011 is likely to span two months: end June to August. Hazards that have occurred, with the exception of the ongoing situation in Sindh, can be termed as local emergencies in scale and response. These are dealt primarily by the local authorities with support at times from the Federal Government. They range from Flash Floods , Excessive Rains, Urban Flooding, Cloud Burst, Glacial Lake Outburst Floods (GLOF) occurrence and Tropical Cyclone Alert with an across the country imprint. Please refer to Map 1;

Pakistan Metrological Department has assessed that till end-July 2011, 10-20% above normal rainfall is recorded in upper regions of the country (KP, Gilgit Baltistan, AJK and Upper Punjab) whereas 60% and 40% below normal in Sindh and Balochistan, respectively. However, ongoing rains in Lower Sindh will address the water scarcity aspect; and

The inadequate repairs of 2010 Floods damaged protective and water distribution infrastructure is a major source of concern and numerous canal breaches are reported across Sindh. However, nearly most areas affected by the ongoing emergency situations were not ravaged by last year?s floods though vulnerabilities remain.

Analysis Summary: IDP Shelter Site Identification within Mogadishu, Somalia (28 July 2011) Mon, 15 Aug 2011 09:35:50 +0000

This summary report presents the preliminary results from a satellite-based assessment of Somali IDP shelter concentrations within the urban extent of the capital city of Mogadishu based on imagery recorded on the morning of 28 July 2011. A total of 186 spatially distinct IDP shelter concentrations were identified within the city, encompassing a total area of approximately 175ha. The two largest IDP concentrations in the city were located in Wadajir (Medina) and Dharkelynley. A detailed shelter count assessment for these two locations indicated a total of over 7,700 separate IDP shelters, which ranged from very small, informal shelters constructed from sticks to large emergency tents provided by international aid agencies. A preliminary projection of the total number of IDP shelters located within the urban extent of Mogadishu (on 28 July 2011) could range from approximately 15,000 to 25,000. Although the vast majority of shelter locations are located in areas under the control of AMISOM and TFG forces, there are a few potential IDP shelter locations within the eastern half of Mogadishu which was until last week under al Shabaab control, most notably a large complex of mixed buildings and structures in Karan district. This summary product will be followed by a more detailed report currently in preparation with additional content including a time-series analysis of the IDP shelter site movement within the city as well as detailed imagery focus maps of significant shelter concentrations.
