Global Disaster Alert and Coordination System — Newsletter 7/19/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

Key Points

? Fighting in several parts of South Kordofan has continued and severe access restrictions for humanitarian actors remain in place.

? Groups of people displaced from South Kordofan and Abyei area reported in Blue Nile. Some cross into Ethiopia.

? Returns from Sudan to South Sudan continue, with at least 5,000 returns from Khartoum and Kosti reported this week.

? Ethiopian peacekeepers start arriving in the Abyei area.

? An estimated 5,500 refugee returnees from Chad have arrived in Tine, North Darfur and need assistance.

I. HIGHLIGHTS/KEY PRIORITIES

? Landmine casualties underscore the need for mine clearance and removal of unexploded ordnance on roads and in towns, and for mine risk education activities throughout South Kordofan State.

? Humanitarian partners report that the number of people displaced in SPLM-N areas may be higher than originally estimated. The number of people displaced by fighting had previously been estimated at around 73,000 people.

? WFP, through local partners, has assisted approximately 102,500 people affected by the conflict with over 1,100 MT of emergency food rations. Roughly half of the food has been distributed in SAF controlled areas, and half in SPLM-N areas.

Refugee Update

The dire situation in Somalia continues to push an increasing number of refugees into neighboring countries, including Ethiopia. Given the high numbers of refugee arrivals into Ethiopia, with an average of 1,400 to 2,000 refugees per day reported to arrive at refugee camps in Dolo Odo, Liben zone, UNHCR and ARRA have begun construction of a fourth refugee camp, Halowein. The third camp, Kobe, has only just opened and has already nearly reached its capacity of 25,000 refugees. The condition of the new arrivals is of great concern: many refugees are arriving in a very weak state, with up to 45 per cent of children suffering from malnutrition. In response, the Government has recently given permission for organizations to start nutrition screening and other services at the Reception and Transit sites in Dolo Ado, in addition to the services provided in the camps. UNHCR has stressed the magnitude of the situation, as current capacity is unmatched to needs. While 115 tons of relief items have been delivered to the camps by UNHCR from its emergency stockpile in Dubai, further external support is required and humanitarian agencies have been encouraged to increase their support to ongoing interventions. UNHCR has launched a global appeal for the Horn of Africa, of which the Ethiopia-specific component is US$62.7 million. For more information, gegziabk@unhcr.org & ocha-eth@un.org

This total estimate was derived from the Tropical Rainfall Monitoring Mission (TRMM) precipitation dataset at a spatial resolution of approximately 25km for this region, and covers the dates from 1 to 16 July 2011. It is possible that precipitation levels may have been underestimated for local areas, and is not a substitute for ground station measurements. This rainfall estimate is a preliminary result & has not yet been validated in the field.Map scale for A3,1:3,000,000.
