Global Disaster Alert and Coordination System — Newsletter 6/25/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

I. SITUATION OVERVIEW & HIGHLIGHTS

  • Between 1?31 May 2011, 171 people (58 families) arrived from Menik Farm and Kodikamam Ramavil camps in their areas of origin in Mullaitivu District (Maritimepattu Divisional Secretariat Division) and Kilinochchi District (Karachchi Divisional Secretariat Division). Approximately 2,130 IDPs (620 families) living with host families also returned to their homes in Maritimepattu and Oddusuddan Divisional Secretariat Divisions (DSD), in Mullaitivu and Kilinochchi Districts respectively.

  • Another 1,325 persons (331 families) displaced in various districts, including Puttalam, registered as returnees to all DSDs in Mannar District. In addition, 119 persons (32 families) displaced prior to 2008, and living in welfare centres in the Vavuniya District, deregistered from the sites and relocated to other areas within the same District.

  • The total population returned to the Northern Province now stands at 365,082 people (110,652 families) ? 209,138 people (65,959 families) displaced after April 2008 and 157,269 persons (45,024 families) displaced before April 20081. Planning and reports indicate resettlement will pick up pace during June.

  • At the end of May, 17,488 IDPs (5,284 families) displaced after April 2008 remained in camps awaiting return to their areas of origin. An additional 8,521 IDPs (2,360 families) from the protracted or long?term caseload (displaced prior to April 2008) remained in welfare centres. Long?term solutions are also sought by a total 189,221 IDPs living with host families: 59,319 persons (10,704 families) displaced after April 2008, as well as 129,902 long?term IDPs (17,570 families).

Key Overall Developments

Concerning malnutrition rates

Worrying reports from refugee camps in Kenya and Ethiopia indicate that the Global Acute Malnutrition (GAM) rates among the newly arrived from Somalia are as high as 45 per cent, exceeding all emergency thresholds, and death rates are at emergency levels. These high rates are clear indicators of the dire food security situation in Somalia.
According to reports received so far, these rates could partially be explained by delays in the registration of new arrivals and consequently access to food in the camps. FSNAU is currently undertaking nutrition and mortality surveys in the south. Given the current food security crisis in the south, similar results are expected.

At least 75 per cent of the estimated 241,000 malnourished children in Somalia reside in the volatile southern regions. In some parts of southern Somalia, 1 in 3 children are malnourished. In August 2010, the national level of acute malnutrition was 15.2 per cent with 16.6 per cent specifically in southern regions. By January 2011, the situation had deteriorated in most parts of the country and a national GAM rate of 16 per cent was reported, with significant deterioration to 25 per cent in the south. Another rapid assessments conducted in April 2011 in the south confirmed a sustained crisis, clearly illustrating the impact of the drought in the south, coupled with insufficient humanitarian assistance. Access to reach the vulnerable populations in the southern regions has remained a major challenge for humanitarian actors in the country.

West Bank 35 injured by Israeli forces During the two?week reporting period, Israeli forces injured 35 Palestinians. Thus far in 2011, 822 Palestinians were injured by Israeli forces in the West Bank, including East Jerusalem, around half of them during protests; this is a 17 percent increase compared to the equivalent period in 2010.

Twenty?eight (28) of this period's injuries occurred in demonstrations that evolved into clashes between protesters and Israeli forces. Of those, 24 Palestinians were injured in protests against the construction of the Barrier in the villages of Bili?n (Ramallah governorate) and Al Ma?sara (Bethlehem governorate); against the expansion of Hallamish settlement on Nabi Saleh?s land (Ramallah governorate); and against settler violence in ?Iraq Burin (Nablus governorate). Two other demonstrations took place in the Ramallah area to protest an attempt to construct a settlement outpost near Kafr Malik village and the expansion of Nili settlement on land belonging to the village of Deir Qiddis. Four Palestinians and an Israeli soldier were injured during these protests.
Also this week, Israeli forces injured two Palestinians, in two separate incidents, during clashes with Palestinian residents of the villages of Qusra and Madama (Nablus), following attacks perpetrated by Israeli settlers on the villages (see related report below). Another Palestinian was injured when shot by Israeli forces, reportedly after he attempted to stab a female Israeli soldier at Qalqiliya DCO partial checkpoint.

On average during the reporting period, Israeli forces conducted 80 search?and?arrest operations throughout the West Bank, including in East Jerusalem; a decline compared to the weekly average of such operations since the beginning of 2011 (90).

En Norte de Santander hay problemas con el acceso a agua potable y servicios de salud, 130.000 ninos-as y jovenes no tienen acceso a servicio escolar, la entrega de asistencia humanitaria esta afectada por limitaciones en acceso por deslizamientos y presencia de GAO, y la atencion se ha concentrado en la reconstruccion de infraestructura, restando interes a la respuesta humanitaria.

  • The Port of Khums received its first vessel carrying humanitarian assistance.
  • Over 650,000 people have left Libya since the start of the conflict.
