Global Disaster Alert and Coordination System — Newsletter 6/23/2011

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

Tropical Cyclone MEARI-11 of Saffir-Simpson Category 1 affected few people with winds above 39mph (63 km/h) and few people with hurricane wind strengths (74mph or 119 km/h). In addition, few people are living in coastal areas below 5m and can therefore be affected by storm surge.

? Le Haut-Commissariat des Nations Unies pour les refugies (HCR) a celebre la Journee mondiale du refugie 2011 sous le theme ?1 seul refugie prive d?espoir, c?est deja trop?. Plusieurs activites ont ete organisees a travers le pays. A Kinshasa, plus de 800 personnes ont effectue dimanche une marche de 10 kilometres organisee en collaboration avec le club de marcheurs de Kinshasa pour marquer leur soutien a la recherche de solutions durables aux problemes des personnes deracinees. Lundi 20 juin, un match de nzango opposant les refugiees a l?equipe de la RTNC 2 ainsi qu?une rencontre de football entre les refugies et le HCR ont cloture la ceremonie officielle organisee au stade Velodrome de Kintambo. A Goma, un cross populaire organise dans le chef-lieu de la province du Nord-Kivu a connu la participation de refugies, demandeurs d?asile, deplaces internes et de la population locale. A Lubumbashi, il a ete organise une nuit de projection des films suivie d?un debat sur la situation de refugies en RDC. En Province Orientale, des conferences sur la protection des refugies et la recherche de solutions durables ont ete organisees dans les Universites de Kisangani et de Bunia et ont rassemble des centaines d'etudiants et de professeurs.

? Le HCR a repris des activites dans la Province du Bas-Congo avec l?ouverture d?un bureau a Kimpese et le debut des activites de sensibilisation en prevision du rapatriement des refugies angolais vivant en RDC. Entre-temps, en collaboration avec la Commission nationale pour les refugies (CNR), le HCR a pris des contacts avec le Ministere provincial de l?Interieur du Katanga pour regler la question d?etablissement d?actes de naissance des enfants angolais nes en RDC et d?actes de mariage pour tous les couples mixtes entre Angolais et Congolais candidats au rapatriement volontaire en Angola.

I. CONTEXTE

Les autorites nigeriennes mettent la derniere main au plan d?assistance, notamment l?aide a la reinsertion des migrants revenus de la Libye et de la Cote d?Ivoire Selon les chiffres officiels, ils seraient 103. 297 dont 3 133 etrangers a avoir foule le sol nigerien depuis le debut de la crise libyenne et les violences en Cote d?Ivoire. Un temps preoccupes par la necessite d?apporter de l?aide d?urgence aux points de transit comme Dirkou et Assamaka, les autorites nationales et les partenaires humanitaires souhaitent maintenant que l?on s?occupe des besoins de reinsertion des migrants dans leurs localites d?origine.

I. CONTEXTE

Le gouvernement nigerien demande l?assistance de la communaute internationale pour gerer au mieux les retombees pour le Niger des crises libyennes et ivoiriennes, notamment l?effet du retour des migrants dans leurs communautes d?origine. Officiellement, pres d?une centaine de milliers de migrants sont rentres au Niger depuis la fin du mois de fevrier. Un nombre qui pourrait etre en deca de la realite surtout que l?on estime que de milliers d?autres migrants seraient revenu par des points d?entree autres que celles officiellement repertoriees. Un plan de soutien d?urgence dont l?objectif est d?aider a la reinsertion socio-economique des migrants est a l?ebauche.

I. HIGHLIGHTS/KEY PRIORITIES

? Humanitarian agencies are still unable to freely access the civilian population, despite improvements in the security situation.

? An estimated 73,000 people have been displaced since 5 June when fighting broke out.

? All the displaced who had taken refuge by the UNMIS compound in Kadugli have returned to Kadugli town, leaving only some 135 South Sudanese returnees.

? WFP and local partners to prioritise distribution to locations expected to be inaccessible during the rainy season.

Highlights:

  • Ongoing conflict in South Kordofan displaces some 73,000 people.

  • The Humanitarian response to those affected by the Abyei crisis is ongoing. Partners now estimate that more than 112,000 people have been displaced.

  • Despite the deterioration in the security situation in Unity, southern Sudan, limited relief continues to be provided to those affected by the conflict.

  • More than 9,000 returnees at the Kosti way station are waiting for transport assistance to continue their journey to southern Sudan.

  • Movement restrictions in South Darfur are lifted.
