Global Disaster Alert and Coordination System — Newsletter 2/3/2012

This daily newsletter provides an overview of the natural disasters that happened in the last 24 hours and response measures for ongoing disasters. GDACS currently covers earthquakes, tsunamis, tropical cyclones, volcanic eruptions and floods. The color coding (red, orange, green) is related to the estimated humanitarian impact of the event.

Tropical Cyclone IGGY-12 of Saffir-Simpson Category 1 affected few people with winds above 39mph (63 km/h) and few people with hurricane wind strengths (74mph or 119 km/h). In addition, few people are living in coastal areas below 5m and can therefore be affected by storm surge.

I SITUATION HUMANITAIRE

Environ 800 a 900 personnes en provenance du Mali voisin auraient ete accueillies dimanche dans les localites de Mangaize et de Chinegodar dans le departement de Ouallam. Une quarantaine d?autres personnes se trouveraient a Koutoubou, les memes nombres a Yassan et a Ayorou. Une trentaine de militaires et le sous-prefet de la localite malienne d?Aderboukane ont par ailleurs ete accueillis au poste administratif de Bani-Bangou Les mouvements de personnes en direction de la Libye se poursuivent. Pres de 2.500 ressortissants ouest africains dont plus de 2.300 Nigeriens se rendant au Nord ont ete enregistrees a Dirkou entre le 16 et le 23 janvier derniers. En revanche, les mouvements contraires se sont considerablement reduits. Seule une cinquantaine de personnes dont une majorite d?hommes a ete enregistree a la meme periode a peu pres.

On 3 February, the Food Security and Nutrition Analysis Unit will announce new findings on the humanitarian situation in Somalia.
Increased transport rates could push up the cost of humanitarian relief.

GENERAL OVERVIEW

When compared with the last decade, preliminary data for 2011 shows a decrease in the number of natural disasters and their impact in the Americas. However, the region endured intense disasters during the year. Parts of Brazil were severely flooded several times, causing more than 850 deaths and affecting almost 1.2 million people. In Colombia, floods affected more than 1.3 million people and 207 lives were lost (i). 2011 set a record in terms of economic losses caused by disasters. Global losses are estimated at US$350 billion, and in Latin America losses exceeded $22 billion.

The global death toll for 2011 from natural disasters is 30,000 people, while in Latin America and the Caribbean that number is approximately 2,000 (ii). The year?s most costly disaster, with approximately $210 billion in losses, was the earthquake and tsunami in Japan in March. In Latin America and the Caribbean, the most costly disaster was Tropical Depression 12-E, with losses of almost $2 billion (iii).

In Colombia, nearly half of the country?s municipalities (500) were impacted by the second rainy season (1 September to 31 December). More than 964,000 people were affected and 180 died (iv).In August, Hurricane Irene caused blackouts, floods and 23 deaths in the United States after passing through Turks and Caicos and the Bahamas. The hurricane directly affected more than 41,000 people (v).

PANORAMA GENERAL

Cifras preliminares para 2011 muestran una disminucion en la ocurrencia de desastres naturales y su impacto en America, en comparacion a la ultima decada, sin embargo, America sufrio graves desastres en 2011.

Partes de Brasil fueron severamente inundadas varias veces durante el ano, causando mas de 850 muertos y afectando a casi 1,2 millones de personas. En Colombia, mas de 1,3 millones de personas fueron afectadas por inundaciones y se perdieron mas de 200 vidas (i). 2011 es el ano mas costoso de la historia en terminos de perdidas economicas causadas por desastres. Las perdidas se estiman en unos US$350 billones. En America latina las perdidas sobrepasan los $22 billones.

En 2011, unas 30,000 personas perdieron la vida en el mundo debido a desastres naturales. En America Latina y el Caribe fueron alrededor de 2,000 (ii). El desastre mas costoso, con un total estimado de $210 billones en perdidas, fue el terremoto y tsunami de marzo en Japon. En America latina y el Caribe el desastre mas costoso fue la Depresion Tropical 12-E, con perdidas que rayan los $2 billones (iii).

En Colombia, entre el 1 de septiembre; fecha en que inicio la segunda temporada de lluvias de 2011, y finales de diciembre, ocurrieron afectaciones en 500 municipios,el 50 por ciento de los municipios en el pais. El saldo de esta temporada es de 964,00 personas afectadas y 180 muertes (iv). El huracan Irene, en agosto, dejo 23 muertos, apagones e inundaciones en Estados Unidos, luego de pasar por las Islas Turcos y Caicos y las Bahamas. En total, el huracan afecto, a mas de 41,000 personas (v).

I. HIGHLIGHTS/KEY PRIORITIES

On 23 January 2012, the Department of Public Health and the Afghan National Disaster Management Authority in Ghor Province reported a suspected measles outbreak resulting in the unconfirmed death of 15 children in two villages of Sarij and Gawkushta, Jawand district, Badghis.
Medical response teams are unable to reach the area as access is affected by the recent heavy snowfalls.
The Governor of Ghor has requested the use of a helicopter to deploy a medical team which is currently unavailable.

Overview

In 2011, a total of 278 LRA attacks were reported as compared to 306 in 2010. The Democratic Republic of the Congo (DRC) continued to report a higher number of attacks (229) than in 2010, while CAR reported a reduction in the number of attacks and South Sudan remained the same.

The last quarter of 2011 saw fewer incidents, except for DRC, which reported 32 attacks and CAR 26 abductions. During that period, the number of abductions also decreased by 56% to 302 from 680 in 2010, including 93 children.

The number of LRA-induced displacements in 2011 is estimated at more than 465,000 civilians living either as IDPs or refugees in the LRA-affected areas.

KEY FACTS

Almost 1,100 Palestinians, over half children, were displaced due to home demolitions by Israeli forces in 2011, over 80% more than in 2010.
4,200 additional people were affected by the demolition of structures related to their livelihoods.
Israeli forces destroyed 622 structures owned by Palestinians, a 42% increase compared to 2010. This included 222 homes, 170 animal shelters, two classrooms and two mosques (one twice).
The number of rainwater cisterns and pools destroyed in 2011 (46), was more than double last year (21), with tens of other related structures vulnerable to future demolition.
Most demolitions (90%) and displacement (92%) occurred in already vulnerable farming and herding communities in Area C; thousands of others remain at-risk of displacement due to outstanding demolition orders.
In East Jerusalem, there was a significant decrease compared to previous years, with 42 structures demolished*. However, at least 93,100 residents, who live in structures built without a permit, remain at risk of displacement.
Over 60% of the Palestinian-owned structures demolished in 2011 were located in areas allocated to settlements.
70% of Area C is off-limits for Palestinian construction, allocated instead for Israeli settlements or the Israeli military; an additional 29% is heavily restricted.
Only 13% of East Jerusalem is zoned for Palestinian construction ? much of which is already built up, compared with 35%, which has been expropriated and zoned for the use of Israeli settlements.
Ten out of 13 communities visited by OCHA in Area C reported that families are being displaced because Israeli policies make it difficult for them to meet basic needs. The inability to build was one of the main triggers for this displacement.

MSF has announced the closure of two of its medical centres in Hodan district, Mogadishu.
The Garowe Municipality in Puntland has begun the forced relocation of IDPs from one of the IDP settlements in the city.
Media reports suggest that men are leaving IDP camps in Mogadishu to return home for the harvest.

Mozambique: Mozambique - Maputo/Gaza Flood as of January 25, 2012- Disaster Extent Overview Thu, 26 Jan 2012 01:38:45 +0000

On January 16, 2012, Mozambique's coast was hit by the tropical depression "Dando" followed by cyclone "Funso". With wind speeds up to 220 km/h and torrential rains the storms have caused severe damages and floods.
This map shows the open inland water extent in the coastal areas of the provinces of Maputo and Gaza. The open water was detected by semi-automatic analysis of Radarsat-2 data acquired on January 25, 2012. The normal water level was derived by combining SRTM Water Body Data (SWBD) with manually extracted water features as seen on Landsat-7 ETM+ data. Please note that due to radar sensor characteristics the flood extent might be underestimated in areas with flood waters beneath vegetation.
Landsat-7 ETM+ imagery acquired on October 1?, 2002 and May 29, 2003 overlayed on hillshaded SRTM elevation data serves as backdrop.

Key Points

? Fighting between the Sudanese Armed Forces (SAF) and the Sudan People?s Liberation Movement-North (SPLM-N) continues to affect civilians in South Kordofan and Blue Nile.

? Since June 2011, more than 78,000 Sudanese refugees from South Kordofan and Blue Nile have fled across the border into South Sudan, and 35,000 have people have fled from Blue Nile to Ethiopia, according to humanitarian partners in South Sudan and Ethiopia.

? People displaced from the Abyei area continue to conduct daytime visits to areas north of the Bahr el Arab/Kiir River, with no permanent large-scale returns reported.

? Approximately 362,000 people have returned to South Sudan from Sudan since October 2010. Almost 110,000 people of South Sudanese origin who wish to voluntarily return to South Sudan have been registered in and around Khartoum.

? Food security is reported to have deteriorated in North Darfur due to poor harvest and price hikes. The new Darfur Regional Authority has stated that it will prioritise development projects that encourage the return of internally displaced people and refugees.

I. HIGHLIGHTS/KEY PRIORITIES

The Afghan National Disaster Management Agency reported that 29 people are reported killed and 40 people injured as a result of avalanches in the vicinity of ten districts north of Fayzabad, Badakhshan Province.
To date, the extent of the situation remains unclear as access to the affected area is by means of helicopter.
Road access remains blocked due to snowfall of at least 2 metres high.

Key issues

There are concerns over respect for human rights in the Gaza Strip: this week, two men were sentenced to death; a religious group was attacked and taken for questioning by security forces; and a human rights defender was attacked by unknown groups on two separate occasions.

Settler violence, including ?price tag? incidents by Israeli settlers, continues to affect Palestinians? lives and livelihoods. This week, three Palestinians were injured and 40 olive trees and eight vehicles were vandalized by settlers.

Nine Palestinian-owned livelihood structures demolished this week, affecting the livelihoods of over 30 Palestinians.

In 2011, the humanitarian situation continued to be affected by a lack of respect for international humanitarian and human rights law, also contributing to a crisis of human dignity.

In the West Bank, Israeli settlement activity accelerated in 2011, with an almost 20 percent increase in new ?building starts? for housing units (excluding East Jerusalem), compared to 2010. This came along a range of governmental and legislative initiatives aimed at ?legitimizing? unauthorized settlement outposts, many of which are built on private Palestinian land. Israeli settlement policies are not only illegal under international law but are also the root cause of much of the humanitarian vulnerability of Palestinians.

Armed clashes between ethnic minority armed groups and the government continue to occur in the border regions to China and Thailand, with both insurgent groups and government troops also targeting civilians. Maplecroft?s in-depth Country Risk Report on Myanmar highlights how the government?s recent democratic opening has also involved intense efforts to bring security to the country by launching a new round of peace talks with armed groups. As of January 2012, all major insurgent groups have negotiated cease-fires with the government and incidents of political violence are significantly fewer although risks to companies? assets and personnel are likely to persist in the medium-term. Success in this area is a major step on the road towards the West lifting sanctions on Myanmar and will accelerate opening new lines of investment in this country.

L?epidemie de cholera franchit le cap de 8 000 cas dans les provinces en epidemie le long du fleuve Congo

? L?epidemie de cholera, qui sevit dans quatre provinces situes le long du fleuve Congo depuis l?annee derniere, demeure une preoccupation sanitaire majeure pour les autorites congolaises et les partenaires humanitaires. Au 8 janvier 2012, 8 092 cas dont 436 deces ont ete enregistres au Bandundu, Equateur, Province Orientale et la Ville Province de Kinshasa. Ces dernieres semaines, d?inquietantes flambees ont ete notees a Bunia, Geti, Lita et Tchomia, situes dans le district de l?Ituri de la Province Orientale, ou 519 cas dont 22 deces ont ete enregistres du 5 decembre 2011 au 15 janvier 2012. A Kinshasa, 32 cas ont ete enregistres la premiere semaine de l?annee ; la ville avait enregistre pres de 351 cas en decembre. A Bunia, L?ONG Medecins Sans Frontieres (MSF) a installe un centre de traitement de cholera pres de l?Hopital general de reference de Bunia tandis qu?une ONG nationale a mis a disposition des kits cholera et du personnel. Les organisations Solidarites International et Oxfam GB vont s?occuper des activites d?eau, hygiene et assainissement.

? Parmi les provinces endemiques du Katanga, Maniema, Nord-Kivu et Sud-Kivu, le Sud-Kivu est inquietant car 16 zones de sante sur les 34 que compte la province continuent de notifier des cas. Dans la capitale provinciale Bukavu ou plus de 150 cas ont ete enregistres depuis le debut de l?annee, les zones de sante de Bagira Kasha, Ibanda et Kadutu figurent parmi les plus affectes. Face a cette poussee, une poignee de zones - Minova, Kabare et Miti Murhesa- donne des signes positifs de regression de la maladie. Au 8 janvier 2012, 13 612 cas dont 148 deces avaient ete enregistres dans les provinces endemiques.

? Le nombre total de cas de cholera sur l?ensemble du pays est de 21 704 cas dont 584 deces, selon les derniere statistiques de l?Organisation mondiale de la sante (OMS).

? L?OMS et le Fonds des Nations Unies pour l?enfance ont recemment soumis une requete de financement au Fonds central d?intervention d?urgence pour poursuivre la lutte contre l?epidemie. En 2011, ces deux agences avaient recu 4 millions de dollars US.

Twenty one earthquakes measuring 5.0 or above on Richter scale (RS) occured across the country during December. The largest of these (6.3 RS) struck of these (6.3 RS) struck on71 Km Southeast Gorontalo on 13 December
Currently there are 6 volcanoes with alert level III and 18 volcanoes with alert level II
The Meteorology and Geophysics Agency (BMKG) reported in November that some parts of the country just entered the rainy season in December including various parts of Java (Tangerang, Bekasi, Karawang, Indramayu, Lamongan, Sidoarjo, Pasuruan, Probolinggo, Situbondo, Bondowoso, Banyuwangi, Madura), East Nusa Tenggara, Maluku, and Papua.
BMKG, in collaboration with Water Resource Oce of Public Works Ministry and Coordinating Agency for Survey and National Mapping (BAKOSURTANAL), has also forecasted rains and a high possibilty of oods in several areas across the country during January 2012.

PUNTOS DESTACADOS:

Emergencia humanitaria y ambiental en Narino. En Barbacoas, mas de 70 familias de la etnia Awa fueron forzados a desplazarse por graves hechos de violencia por parte de un grupo armado postdesmovilizacion. Desde el 12 de noviembre se registran derrames de crudo en los municipios de Roberto Payan y Barbacoas. Nuevos hechos de violencia afectan a ninos y jovenes.

Ninos, ninas, jovenes y adolescentes fueron victimas de violencia sexual, homicidios y atentados en varios departamentos del pais. Ademas, se siguen registrando desmovilizaciones de menores de edad vinculados a las filas de grupos armados no-estatales y riesgos asociados a la contaminacion por minas antipersonal.

Seguimiento a desplazamientos masivos. A pesar de los retornos de poblacion desplazada en el Pacifico, las condiciones de vida en las zonas de expulsion son fragiles y persiste el riesgo de desplazamiento.

Segunda temporada de lluvias 2011: 1.1 millones de personas afectadas. Mas de 250 mil personas fueron afectadas durante el periodo en revision, de acuerdo con cifras del Sistema Nacional de Prevencion y Atencion de Emergencias. A la fecha, mas de 23 mil viviendas se reportan como destruidas o averiadas.

HUMANITARIAN SITUATION OVERVIEW

? The total Ivoirian refugee figure reported by UNHCR as of 15 December 2011 was135, 208. Of this number, Nimba County hosts 41,946 refugees, Grand Gedeh 62,017, River Gee 11,530, Maryland 12,819 and Montserado 377 with only 43,761 refugees in camps.

? At least 24,000 children have been identified in the four counties hosting refugees as being separated from their primary caregivers and require support.

? Child Protection sector reported an irregular water supply in refugee camps; Bahn and Little Wlebo, have exposed children to abuse, water-borne diseases and snake bites. Approximately 300 children are not also able to move into semi-permanent housing (in Block E) in PTP camp due to inadequate water supply to that block.

Key Points

Population of refugees and asylum seekers in Zimbabwe shoots to nearly 6,000.
More than 10,000 returnees request humanitarian assistance.

I. Situation Overview

Main humanitarian challenges faced in Zimbabwe in November and December were food insecurity, waterborne disease outbreaks, deportations of Zimbabweans from neighbouring countries and flash floods in some provinces.

About one million people, representing 12 per cent of the rural population, will require food assistance at the peak of the lean season between November 2011 and March 2012. Limited access to potable water continues to expose people in parts of the country to waterborne diseases as evidenced by typhoid and diarrhoea outbreaks reported in November and December. Following an end to the moratorium enjoyed by Zimbabwean migrants to South Africa deportation of irregular migrants resumed in October 2011 and created new challenges as the needs of deportees have to be met. This was exacerbated by the forced return of an average 2,500 people per month from Botswana, many of whom needed humanitarian assistance. Further, floods in Chipinge and Muzarabani, in December, resulted in the loss of homes, crops and livestock, although no human deaths were reported. Humanitarian partners continue to strive to address these challenges.

Natural Disasters

The Meteorology and Geophysics Agency (BMKG) reported in November that some parts of the country just entered the rainy season in December including various parts of Java (Tangerang, Bekasi, Karawang, Indramayu, Lamongan, Sidoarjo, Pasuruan, Probolinggo, Situbondo, Bondowoso, Banyuwangi, Madura), East Nusa Tenggara, Maluku, and Papua. BMKG, in collaboration with Water Resource Office of Public Works Ministry and Coordinating Agency for Survey and National Mapping (BAKOSURTANAL), has also forecasted rains and a high possibilty of floods in several areas across the country during January 2012. In view of potential floods, Government of Indonesia has strengthened emergency preparedness measures in highly prone areas such as Jakarta, West Java, (Bandung), Central Java and East Java since the beginning of the month.

Flooding affected several parts of Indonesia during December, with the worst case occuring in Sigi District, Southeast Sulawesi where heavy rain triggered flash flood and swept houses on 3 December 2011. It claimed five lives, with one person reported missing while another 412 people were temporarily displaced. Thirty six houses were destroyed, 46 lightly damaged, 1 school severely damaged, and another one village hall severely damaged. National and Local Agencies for Disaster Management responded the situation. Also on 3 December, another flash flood swept away 59 houses and 6 bridges in Pati District, Central Java, claiming 2 lives, displacing 100 famililes, and causing severe damages to 54 houses. No emergency state was declared by the local government due to the floods. In other parts of the country, heavy rain triggered flash floods, causing 2 fatalities on 17 December 2011 in Sikka, East Nusa Tenggara. Heavy rain was also reported to cause flooding which inundated houses in 10 Sub Districts of Aceh Timur, Nanggroe Aceh Darussalam, on 19 December.

Des milliers de personnes se seraient deplacees a la suite des attaques FDLR dans le Territoire de Shabunda

? Des milliers de personnes se seraient deplacees a la suite des attaques des Forces democratiques pour de liberation du Rwanda (FDLR) au debut de cette annee dans le Territoire de Shabunda. Ces attaques se seraient accompagnees de serieux cas de protection notamment des incendies de maisons, des tueries, de viols et de pillage des biens. Considerant la difficulte d?acces dans les localites agressees par manque d?infrastructures ou pour raisons de securite, une evaluation de la situation humanitaire n?a pas encore pu etre menee. Les partenaires humanitaires ont pu evacuer une quarantaine de blesses vers les centres de soins. La Mission de l?Organisation des Nations Unies pour la stabilisation en Republique Democratique du Congo (MONUSCO) a, selon les cas, apporte son appui logistique. Par ailleurs, les mouvements de populations vers les zones touchees par des diarrhees choleriformes font craindre une flambee de cas avec la pression qui sera exercee sur les infrastructures d?hygiene et assainissement.

Plus de 35 000 personnes deplacees et retournees sur l?axe Walikale - Kibua (Nord-Kivu)

? Plus de 5 200 menages deplaces et retournes (environ 35 000 personnes) se trouvent sur l?axe Walikale ? Kibua dans le Territoire de Walikale, selon une premiere evaluation menee par l?ONG Solidarites International. Ces chiffres sont encore provisoires en attendant la contre verification qui sera faite par l?ONG lors des interventions en biens non alimentaires, eau, hygiene et assainissement. D?autres besoins ont egalement ete identifies notamment en sante, securite alimentaire et education. Ces personnes deplacees et retournees sont le fruit des mouvements de populations au cours du dernier semestre. Depuis la fin novembre 2011, l?est du Territoire de Walikale est a nouveau le theatre des affrontements entre differents groupes armes.

? Dans le cadre de son programme ? Reponse en urgences aux besoins en securite alimentaire aux mouvements des populations ?, le Conseil Norvegien pour les Refugies (NRC) a organise la semaine derniere une foire aux vivres en faveur de 1 051 menages deplaces, retournes et vulnerables de la localite de Kabase (Territoire de Masisi).Chaque menage a recu des coupons equivalant a 60 dollars americains pour acheter des vivres selon les besoins et les priorites pour un mois.

? Dans le cadre du programme de Reponse rapide aux mouvements de populations (RRMP), NRC, en partenariat avec l?UNICEF, vient de finir la construction de 12 salles de classes equipees, 24 cabines latrine et 2 stations d?eau au profit des eleves deplaces, retournes et vulnerables, de deux ecoles primaires dans le Territoire de Beni.

Des cas de rougeole confirmes a Faradje (Haut-Uele)

? A la suite d?une mission effectuee du 27 au 29 decembre dans la Zone de sante de Faradje, l?ONG Medecins Sans Frontieres (MSF) a confirme la rougeole dans ladite zone. Au cours du dernier trimestre de 2011, quelque 210 cas suspects dont trois deces avaient ete rapportes. MSF a forme des infirmiers titulaires et laisse quelques medicaments pour la prise en charge de cas.

? CARITAS/Allemagne a lance, le 2 janvier, un projet de securite alimentaire en faveur de 5 000 menages vulnerables (environ 25 000 personnes) dans les zones de deplacement a Opienge (Territoire de Bafwasende) et Yakoko (Territoire d?Opala), dans le District de la Tshopo. Avec un apport supplementaire de 44 000 dollars americains, l?ONG va poursuivre les travaux de rehabilitation de la route d?Opienge ; travaux en partie finances aussi par le Fonds commun (Pooled fund) en vue de l?elargissement de l?espace humanitaire.

Highlights:

? A large-scale humanitarian emergency operation is being mobilized to respond to people affected by inter-communal violence in Jonglei State. The key gaps in the operation are the lack of heavy airlift capacity and the need for a surge in relief workers on the ground.

? Since June last year, more than 75,000 people have entered South Sudan, fleeing fighting in Sudan?s Southern Kordofan and Blue Nile states according to the UN Refugee Agency.

? The livelihood and coping capacity of more than 3.6 million South Sudanese are at risk in 2012, due to high food prices, continued displacements and insecurity.

Food Assistance Update

As of 03 January, dispatch of the eighth round of relief food has reached 83 per cent completion including 49 per cent dispatched to areas covered by the NGO consortium Joint Emergency Operation (JEOP), 93 per cent through WFP?s Hubs-and-Spokes programme in the Somali Region and 100 per cent to areas covered by the Disaster Risk Management and Food Security Sector (DRMFSS). A ninth round of relief food assistance is planned for January 2012 to cover the gap between the expiration of the revised 2011 Humanitarian Requirement Document (HRD) and the 2012 HRD expected to be issued on 18 January 2012. FAST FACTS

Since 1967, Israel has established about 150 settlements (residential and others) in the West Bank, including East Jerusalem, in addition to some 100 ?outposts? erected by settlers without official authorization.
The settler population is estimated at approximately 500,000; its rate of growth during the past decade stood at a yearly average of 5.3% (excluding East Jerusalem), compared to 1.8% by the Israeli population as-a-whole (ICBS).
While fenced or patrolled areas of settlements cover three percent of the West Bank, 43% of the West Bank is off-limits for Palestinian use because of its allocation to the settlement?s local and regional councils.
Virtually all of the land viewed by Israel as public or ?state land? (27% of the West Bank) has been allocated to settlements, rather than for the benefit of the local population (B?Tselem).
About one third of the land within the settlements? outer limits is privately owned by Palestinians, according to official Israeli land records (Peace Now).
Over 60 percent of the Palestinian-owned structures demolished in 2011, due to the lack of permit, were located in areas allocated to settlements.
In 2011, five Palestinians (inc. two children) were killed and over 1,000 injured (of whom nearly a fifth were children) by Israeli settlers or security forces in incidents directly or indirectly related to settlements, including demonstrations.
Over 90% of Israeli police investigations into incidents of settler violence during the past six years (2005-2010) were closed without indictment (Yesh Din).
More than 500 internal checkpoints, roadblocks and other physical obstacles impede Palestinian movement inside the West Bank, including access of children to schools; they exist primarily to protect settlers and facilitate their movement, including to and from Israel.
The location of settlements was the major consideration behind the deviation of the Barrier?s route away from the Green Line; once complete, about 80% of the settler population will live in settlements located on the western (?Israeli?) side of the Barrier.

UNOSAT 9 Jan 2012 5:26:42 PM This map presents a situational update of reported protests and violent clashes in cities and towns across the Syrian Arab Republic as reported on the first week of 2012, related to the flare-up of violence and the presence of Arab League observers. Also depicted are the cumulative numbers of reported deaths since March 2011 aggregated by Governorate, and Syrian refugee camps that have been opened along the border in Turkey and Lebanon. Brazil: Flooding in Southeastern Brazil - December 30, 2011 to January 6, 2012 Rainfall Mon, 09 Jan 2012 20:26:11 +0000

Torrential rain inundated southeastern Brazil in early January 2012, causing severe damage in multiple states. The floods forced thousands from their homes, damaged roads and homes, and broke through a levee in northern Rio de Janeiro State, according to news reports.

This image shows regional rainfall, as observed by the Tropical Rainfall Measuring Mission (TRMM), from December 30, 2011, to January 6, 2012. Rainfall amounts are color coded, with the lowest amounts in blue and the highest amounts in red and purple. A band of heavy precipitation extends roughly northwest-southeast. Some of the heaviest rainfall occurs north of Rio de Janeiro, capital city of the state of the same name.

On January 9, 2012, The Rio Times reported that flooding affected the states of Minas Gerais, Rio de Janeiro, and Espirito Santo. So far, damage was apparently most severe in Minas Gerais.

Chile: Chile - Torres del Paine, Fire as of January 07, 2012 - Disaster Extent Map Mon, 09 Jan 2012 08:05:35 +0000

Since December 27, 2011, a massive forest fire raged through the Torres del Paine National Park in Patagonia, Chile and has destroyed an area of about 125 sq km. Hundreds of military personnel and fire fighters were deployed at the scene to fight the blaze and managed to bring the fire under control on January 2, 2012.

I. HIGHLIGHTS/KEY PRIORITIES

? Identifying additional land for relocation sites

II. Situation Overview

Three weeks after Tropical Storm Washi, Sendong, hit northern Mindanao triggering flash floods and landslides that affected the lives and livelihoods of some 1.1 million people, the Government and aid organizations continue to provide emergency assistance individuals continue to seek refuge in 50 evacuation centres (ECs) in Iligan and Cagayan de Oro (CDO) 214,695 people remain with host families an shelters. The basic needs remain shelter, food, water and sanitation/hygiene as well as health and psycho services.

I. HIGHLIGHTS/KEY PRIORITIES

? Two humanitarian aid workers were shot dead in Mogadishu on 29 December.

? Banadir Hospital reported a reduction in the number of cases of acute watery diarrhoea and measles in November/December compared to September/October.

? Pro-Transitional Federal Government (TFG) and Ethiopian troops took control of Belet Weyne, Hiraan region, on 31 December. This strategic town, which has been controlled by Al Shabaab for the past two years, connects the rest of the southern and central Somalia regions with the northern regions and with Ethiopia.

Key issues

Thirty-six Palestinian civilians were injured throughout the oPt in conflict related incidents. As during the whole of 2011, most casualties in the West Bank were related to settlement and Barrier activities while in Gaza they occur mainly as a result of Israeli air strikes.

Twenty-five water collection structures were demolished during the reporting period, increasing the vulnerability of people?s livelihoods. Overall in 2011, the number of people displaced was more than twice (over 1,090) the number recorded in the previous year (over 590), with more than 640 structures demolished

Key Points

? In South Darfur, according to UNAMID, the Sudan Armed Forces (SAF) conducted air strikes on 27 December in the area of Ed Deain, apparently targeting Justice and Equality Movement (JEM) forces. Two civilians were reportedly killed.

? In South Kordofan, fighting between SAF and the Sudan People?s Liberation Movement-North (SPLM-N) continues to affect civilians. The humanitarian community is increasingly concerned at reports of declining food security and the health situation in SPLM-N areas.

? In the Abyei Area, UNHCR reports that the increasing numbers of people transiting through Agok for possible returns further north is straining food security of both displaced and host communities.

? In Khartoum, the Commission of Voluntary and Humanitarian Work (CVHW) and UNHCR have registered some 93,000 people for voluntarily return to South Sudan.

Since December 27, 2011, a massive forest fire has raged through the Torres del Paine National Park in Patagonia, Chile.
The map shows a RapidEye image (5m resolution) of February 6, 2011, fire hot spots (MODIS) of January 3 and 4, 2012 and a burnt area extent of approximately 13,700 ha. The burnt area extent was derived by semi-automatic image analysis of RapidEye data acquired on February 6, 2011 and January 1 and 4, 2012.
Please note that only parts of the area could be analysed due to cloud cover and cloud shadow.
